A Bill aimed at establishing a comprehensive framework for Nigeria’s shift to electric vehicles (EVs) and green mobility has passed its second reading in the Senate.

Titled “A Bill for an Act to Establish a Comprehensive Framework for the Transition to Electric Vehicles in Nigeria, Promote Local Manufacturing, Ensure Environmental Sustainability and Drive Economic Growth; and for Related Matters, 2025,” the proposal seeks to guide the nation’s gradual transition from fossil fuel–powered vehicles to cleaner, energy-efficient alternatives.

Sponsored by Senator Orji Uzor Kalu (APC, Abia North), Chairman of the Senate Committee on South East Development Commission (SEDC), the Bill was referred to the Senate Committee on Industry for further legislative scrutiny. The committee is expected to report back within four weeks.

Speaking during the debate, Senator Kalu emphasized the economic and environmental opportunities of embracing electric mobility. “The global electric vehicle industry is projected to exceed USD 1.5 trillion by 2030. Nigeria, with its large population and abundant mineral resources such as lithium and nickel, stands to benefit immensely from local EV manufacturing and battery production,” he said.

Kalu noted that Nigeria’s transport sector accounts for 25–30% of greenhouse gas emissions, with over 12 million registered vehicles, almost all petrol or diesel-powered. He warned that without decisive action, Nigeria risks falling behind other African nations like South Africa and Kenya, which have already adopted national EV policies.

Key objectives of the Bill include:

  • Phasing in electric and hybrid vehicles across public and private sectors.
  • Establishing the National Electric Vehicle Development and Promotion Council (NEVDPC) to regulate and coordinate EV policies nationwide.
  • Promoting local manufacturing and assembly of EVs, batteries, and components.
  • Developing a nationwide EV charging infrastructure.
  • Electrifying public transport fleets before expanding to commercial operators.

Kalu highlighted the broader impact of the legislation, noting its potential to create jobs in manufacturing, renewable energy, ICT, and technical education, improve energy security, and enhance public health by reducing emissions.

Describing the Bill as “visionary and timely,” he added, “By passing this Bill, we will be taking a bold step towards modernizing our transport sector and positioning Nigeria as a leader in Africa’s green mobility revolution.”
