Permanent Secretary Ministry of Justice Abdullahi Ahmed Yola has said a harmonized version of the 2011 and 2013 terrorism prevention acts would soon be sent to the National Assembly for passage into law.

Yola made the announcement yesterday at the National (Money Laundering and Terrorism Financing) Risk Assessment (NRA) Workshop organized by the EFCC in Abuja.

The permanent secretary who was represented by a director from the Ministry, Mrs. Olushola Omoh said as part of legislative and institutional reforms, the amendments made to the Terrorism (Prevention) Act, 2011 by the Terrorism (Prevention) (Amendment) Act of 2013 which enhances measures against terrorism financing has been harmonized.

Yola also decried the deficit he said is in the skills and competence of law enforcement agencies in the investigation and prosecution of complex financial crimes.

He said there was need to address these deficits in order to effectively trace, attach and forfeit proceeds of financial crimes.

The Director, Nigeria Financial Intelligence Unit (NFIU), Francis Usani pushed for the need to complete the National Risk Assessment (NRA) Project on time. He said the workshop was to kick-start the second phase of the NRA project, which involves relevant data, analysis of data collected and publication of the final NRA document.

In a message, through the Director, Public Affairs Department (PAD), Osita Nwajah, Director General of the EFCC, Ibrahim Lamorde said: ‘‘We owe it to Nigeria to contribute our quota in making the National Risk Assessment a success by prioritising the allocation of our scarce resources to and amongst government agencies, while also providing feed back to the Anti-Money Laundering (AML) and Combating the Financing of Terrorism (CFT) risk assessments.”
