Minister of Aviation and Aerospace Development, Festus Keyamo, has unveiled an ambitious plan to renovate Terminal One and expand Terminal Two of the Murtala Muhammed International Airport (MMIA) in Lagos, assuring Nigerians that the project will deliver a modern, world-class facility.

Keyamo made the disclosure on Sunday in a statement clarifying the recent approvals granted by the Federal Executive Council (FEC), which okayed over ₦900 billion in contracts for aviation infrastructure upgrades across the country.

According to the minister, the long-neglected Terminal One originally commissioned in 1979will be completely stripped down and rebuilt to meet international standards, while the newer Terminal Two, constructed with Chinese funding under the Jonathan administration and made operational during President Tinubu’s first month in office, will be expanded to accommodate more aircraft.

“Due to years of neglect and increased traffic, Terminal One has become totally decrepit. We are now going to completely strip down the structure, including the entire roof, and rebuild a brand-new terminal that meets global standards,” Keyamo said.

He added that both wings of Terminal One (Wings D and E) will be affected in the overhaul, which will involve a complete redesign and reconfiguration of the old structure.

In addition to the terminal upgrades, the federal government has approved the construction of two independent ring roads one for arrivals and another for departures—as well as a new bridge designed to lead passengers directly to the upper floor of Terminal Two’s departure lounge.

“We are correcting design errors of the past. Rather than lifting luggage up escalators, travelers will now have direct access to the departure lounge via a newly constructed bridge,” the minister explained.

Keyamo also revealed that the project will incorporate smart technologies and modern infrastructure comparable to top-tier airports worldwide.

“We are introducing smart solutions to deliver a smart airport Nigerians can be proud of. And importantly, this will not be funded by any external loan, but through the Renewed Hope Infrastructure Development Fund—one of the dividends of subsidy removal,” he stated.

To ensure transparency, Keyamo said the government will regularly invite the media, civil society organizations, lawmakers, and concerned citizens for site tours to inspect the progress and quality of the work.

He also encouraged Nigerians to compare the cost of similar airport projects around the world, arguing that the Bureau of Public Procurement did a “fantastic job” in scrutinizing and fixing the final cost of the MMIA overhaul.

The minister also mentioned that new airport terminals in Kano, Abuja, and Port Harcourt constructed during the last administration remain underutilised due to low traffic volumes, operating at less than 30 percent of their intended capacity.

Keyamo said the ministry will explore policies to boost air traffic and ensure the optimal use of existing facilities across the country.
