As Parents Cry Out Over Lead City University’s Alleged Fraudulent Admissions Despite Moratorium

The Council of Legal Education has released a comprehensive list of 114 universities approved to run law programmes in Nigeria, warning that students admitted into unapproved programmes will not be eligible for admission into the Nigerian Law School and that any university operating without authorization will face sanctions.

The public notice, dated March 12, 2026, and signed by the Council’s Secretary and Director of Administration, Aderonke Osho, comes amid growing concerns about institutions allegedly admitting students into law programmes without regulatory approval, most notably Lead City University in Ibadan, Oyo State, whose law programme is currently under a five-year moratorium.

The Approved List And Moratoriums

Of the 114 universities listed, 111 have full approval to admit students into the Bachelor of Laws programme, while three institutions are listed with moratoriums restricting admissions for specified periods.

Baze University, Abuja, is under a three-year moratorium on admissions from the 2023/2024 to the 2025/2026 academic session. Lead City University, Ibadan, Oyo State, carries the most severe restriction — a five-year moratorium on admissions from the 2023/2024 to the 2027/2028 academic session. The Nigeria Police Academy, Wudil, Kano State, is under a two-year moratorium from the 2024/2025 to the 2025/2026 session.

The Council emphasized that only the listed universities are authorized to admit students into the LL.B programme and that any institution running a law programme without approval is acting contrary to the provisions regulating legal education in Nigeria.

The release of the approved list comes against the backdrop of a petition by concerned parents and guardians of students at Lead City University who have accused the institution of running what they described as a fraudulent admission exercise despite the five-year moratorium on its law programme.

In a petition dated February 19, 2026, and addressed to the Director General of the Nigerian Law School, the parents, represented by Chief J. A. Omigbure, alleged that the university repeatedly admitted students into its Faculty of Law for both the 2024/2025 and 2025/2026 academic sessions despite lacking approval from the Council of Legal Education.

The parents described the university’s actions as driven by a selfish, profit-making interest that exploits the desperation of students seeking admission to study law.

In what the parents described as an attempt to cover up the unauthorized admissions, they alleged that after some parents confronted the university management over the deception, the institution convened a meeting with the affected students and instructed them to carry out temporary transfers to other faculties while retaining admission letters indicating they were admitted into the Faculty of Law.

According to the petition, the university promised to move the students back to the Law Faculty once the situation with regulators was resolved.

Despite these developments, the parents alleged that the university went ahead and admitted a fresh set of law students for the 2025/2026 academic session and even proceeded to matriculate them, in apparent defiance of the Council’s moratorium.

The parents further claimed that the university management had been telling students that the regulatory issues would be resolved following the appointment of a new Director General of the Nigerian Law School.

The parents appealed to the newly appointed Director General and the Council of Legal Education to intervene immediately and halt what they described as an annual fraudulent admission exercise that benefits no one but the university management.

Copies of the petition were sent to the Chairman of the Council of Legal Education.

It oversees the Nigerian Law School and ensures that legal education standards are maintained across the country. The Council said it would continue to update the list in line with its mandate.
