In a bold effort to reposition Technical and Vocational Education and Training (TVET) as a cornerstone of Nigeria’s education and workforce development strategy, the Federal Government has announced a monthly stipend of ₦45,000 for students enrolled in technical colleges nationwide.

The Executive Secretary of the National Board for Technical Education (NBTE), Prof. Idris Bugaje, disclosed this development during an interview with the News Agency of Nigeria (NAN), marking the second anniversary of President Bola Tinubu’s administration.

Describing the policy as a “landmark move,” Prof. Bugaje said it forms part of the government’s broader strategy to transform the perception of TVET as a viable and attractive alternative to conventional university education.

“With this, young people will find it more attractive to come to a technical college, acquire skills qualification, get jobs locally and even beyond Nigeria’s borders,” he said.

Beyond the monthly stipend, the Federal Government will cover:

  • Tuition fees
  • Remuneration for industry-based supervisors, referred to as “master class” instructors
  • Certification costs associated with skills acquisition

Bugaje noted that the initiative is backed by a ₦120 billion grant facilitated through the Nigerian Education Loan Fund (NELFUND). Importantly, he clarified that the stipend is a non-repayable grant, not a loan.

“The ₦45,000 is not a loan but a grant. Students who enjoy this are not going to pay back. We want to encourage more people to enroll in technical education,” he stressed.

Highlighting the decline in Nigeria’s technical education landscape since the 1980s, Bugaje lamented that the number of technical colleges had dropped to just 129, compared to over 15,000 senior secondary schools.

“We are at the moment facing what you may call either a resurrection or a rebirth of TVET,” he said.

Bugaje also revealed that the Ministry of Education is sponsoring a legislative Bill that will soon be presented to the National Assembly. The bill seeks to establish a National Skills Fund under the proposed Nigerian Skills Qualification Framework (NSQF) to sustainably finance TVET institutions across both public and private sectors.

“This is an idea we have been talking about in the past years, but the new Minister has taken it up. The National Skills Fund will continue to fund TVET institutions beyond those owned by the government,” he added.
