A university lecturer has called on the National Assembly to enact a law barring former governors, and lawmakers from contesting for public office after leaving office.

Effiong Udo, an Associate Professor at the University of Uyo and President of the Pan-African Dialogue Institute, made the appeal during the 2025 Africa Day commemoration held in Abuja on Sunday.

According to Udo, the trend of retired leaders returning to power through other elective or appointive positions is depriving younger Nigerians of the opportunity to contribute fresh ideas to national development.

“These old politicians are simply recycling themselves,. Over the past few decades, we have seen ex-governors come back as senators and, in some cases, even as ministers. The same faces keep resurfacing while young, capable Nigerians are sidelined,” he said.

He suggested that individuals who have served in public office for over a decade—especially governors and lawmakers—should be legally barred from holding future elective or ministerial roles.

Udo also stated,
“It is nothing short of wickedness. After 10 to 20 years in public service, they should step aside for emerging leaders. We need legislation to stop this cycle and create space for young technocrats who can move the country forward.”

In addition to his proposal on political reform, Udo also urged the Federal Government to declare May 25 a national public holiday in honour of Africa Day, aligning Nigeria with other African nations that commemorate the occasion.
