WHY NO NEW HOUSE OF ASSEMBLY IN NIGERIA CAN START NEW SESSION/SITTING WITHOUT THE CONSENT OF THE STATE GOVERNOR.
A new House of Assembly in any part of Nigeria cannot sit, meet or carry out its official duties or commence its session/sitting until the Governor of the state issues a proclamation (a public or official announcement) allowing the holding and commencement of the first session of the new House of Assembly of the state. A Governor must issue such proclamation immediately after being sworn in and has no powers to refuse to make such proclamation. It is a statutory provision and cannot be alerted by any state law, executive orders, security/party report, clerk of the house or members of the house.
