WHO MUST HAVE THE DATABASE OF ALL PERSONS ARRESTED IN ANY PART OF NIGERIA AND FOR ANY OFFENCE.

It is the sole duty of the Attorney General of the Federation to establish an electronic and manual database of all records of arrests at the Federal and State level.

Then, the Inspector General of Police and heads of all security agencies in Nigeria, must send reports of all arrests made with or without warrant in any part of Nigeria over federal offences to the Attorney General of the Federation. While, Commissioners of Police and heads of security agencies in states must send similar reports over state offences and arrest made in their states to the Attorney General of their states.

Hence, where Attorney General of the Federation establishes such database at Federal and State level, the Attorney General of the Federation will have database of all persons arrested for any offence in any part of Nigeria.

Note that failure to comply or discharge responsibility without reasonable cause must be treated as misconduct by the appropriate authority.

My authorities are sections 15, 29, 491, 494 and 495 of the Administration of Criminal Justice Act, 2015 and other similar laws across States in Nigeria.
