The United Kingdom Home Office is set to introduce new capped, safe and legal routes for asylum seekers later this year, allowing selected organisations, including universities, community groups and businesses, to sponsor refugees seeking to enter Britain.

The proposed model, which is said to be based on Canada’s asylum system, will expand responsibility for refugee support beyond local councils to trusted institutions and private organisations.

Under the plan, applications for a university-sponsored refugee route will open later this year, with the first arrivals expected in 2027.

A separate refugee work route is also expected to open next year, allowing employers to sponsor refugees into the UK.

Although the government has not disclosed the exact number of people who will be admitted under the scheme, it said the routes will be capped and will begin from a low base.

The Home Office said it will maintain strict control over organisations permitted to act as sponsors, while all applicants will undergo rigorous background checks before being allowed into the country.

Home Secretary, Shabana Mahmood, said the new system was designed to protect genuine refugees while closing loopholes that she said had been abused.

“Britain has always offered sanctuary to those fleeing war and persecution. But this system only survives if the public trusts that it is fair, controlled, and not open to abuse,” she said.

The announcement comes as the Home Secretary prepares to introduce the Immigration Bill to the House of Commons, where some provisions may face resistance from Labour MPs.

The government said the new policy would run alongside proposed changes to how human rights and modern slavery laws apply to asylum claims.

According to the Home Office, the reforms are aimed at preventing “vexatious” claims and reducing abuse of the asylum system.

The government has previously announced plans to reform the application of the right to family life under the European Convention on Human Rights, arguing that the provision is often used to challenge rejected immigration applications.

It also plans changes to the Modern Slavery Act, including removing certain protection rights from foreign nationals who have received custodial sentences or where there is evidence of forged documents.

The latest move comes amid sustained pressure on the UK government to reduce the use of hotels for housing asylum seekers at taxpayers’ expense.

Public concern has also grown over illegal arrivals through small boats, which have continued to place pressure on the asylum and immigration system.

The Home Office noted that while a small number of refugees are already sponsored within communities under the UK Resettlement Scheme, most are currently supported by local councils.

The policy announcement also comes amid reported disagreement between the Home Secretary and Immigration Minister, Mike Tapp, over proposed visa rule changes affecting migrants already living in the UK.

Tapp had reportedly argued that foreign care workers should be exempted from the Home Secretary’s planned changes, while Prime Minister Keir Starmer was said to have rejected Mahmood’s request for Tapp to be dismissed.

The government said the new asylum routes are intended to create a controlled, lawful and trusted system for refugee protection while tightening rules against unfounded claims.
