President Bola Tinubu has officially transmitted the Legal Practitioners Bill, 2025 to the National Assembly, seeking to modernize Nigeria’s legal framework and strengthen regulation of the legal profession. The bill was read on Tuesday by Speaker Abbas Tajudeen in the House of Representatives and by Senate President Godswill Akpabio in the Senate.

The proposed Executive bill aims to repeal and re-enact the existing Legal Practitioners Act, Cap L11, Laws of the Federation 2004, originally enacted in 1962. It introduces reforms to enhance professional standards, improve disciplinary mechanisms, and ensure public confidence in legal practice across Nigeria.
President Tinubu noted that evolving challenges in regulating professional conduct, licensing of legal practitioners, and establishing effective disciplinary measures necessitate a modern, comprehensive legal services framework.
“The bill provides for greater accountability, stronger professional ethics, and a more transparent regulatory structure for legal practitioners, all critical in light of the growing domestic and international demand for legal services,” Tinubu said.
Key provisions of the bill include:
- Sections 2–3: Establish core principles guiding legal practitioners, including integrity, confidentiality, ethical standards, and duty to clients and court, and the body of benchers responsible for admitting lawyers, including eligible pensioners, to the bar.
- Sections 17–18: Create a Legal Practitioners Disciplinary Committee empowered to investigate and sanction misconduct, with penalties including suspension, restriction, reprimand, or removal from the legal roll.
- Sections 25–26: Introduce a mandatory two-year Post-Professional Legal Internship (PPLI) and compulsory Continuing Professional Development (CPD) for all legal practitioners.
- Sections 27–29: Provide for inspection and accreditation of law offices, issuance of practising licences, and adoption of official seals and stamps to authenticate legal documents.
The bill also seeks to promote and protect public interest, uphold the rule of law, strengthen professional ethics, and improve transparency in the regulation of legal services.
Senate President Akpabio referred the bill to the Senate Committee on Rules and Business for legislative action, with feedback expected within four weeks.
President Tinubu urged lawmakers to consider the bill expeditiously, emphasizing that the reforms are essential to maintaining the integrity and credibility of Nigeria’s legal profession.
