The House of Representatives will debate a bill upon resumption to authorize the National Universities Commission (NUC) to oversee the terms of employment for university staff.

The private member bill, sponsored by Speaker Tajudeen Abbas (APC-Kaduna), aims to empower the NUC to regulate academic staff workload, engagement procedures for part-time and visiting lecturers, and other conditions of service.

The proposed legislation seeks to amend the NUC Act to allow the Commission to provide guidelines on staff working conditions and hiring of part-time academics. Currently, individual tertiary institutions determine these processes.

Speaker Abbas had previously tried to pass the “NUC Act (Amendment) Bill” in 2017 but faced difficulties. Now the House will resume discussion on establishing unified regulations for university staff employment and workload.

Advocates argue the bill would improve transparency, accountability and oversight of federal university staffing. But opponents question whether centralized control by the NUC is the best approach.

As parliament resumes from recess, the bill represents renewed efforts to reform regulation of public university staff through the NUC. The House debate will determine if unified rules come closer to reality.
