The Presidential Working Group on the National Policing Bill has invited memoranda and position papers from stakeholders and members of the public as part of efforts to finalise the draft National Policing Bill.

According to the public notice, the Working Group was convened to translate the constitutional amendment establishing a dual police structure into a final, implementation-ready draft bill for handover to the Federal Ministry of Justice.

The proposed dual police structure comprises the Federal Police Service and State Police Services.

The Working Group said the call for memoranda and position papers is intended to solicit informed, evidence-based input on the policy choices underlying the draft National Policing Bill.

It is also aimed at receiving institutional, operational, fiscal and constitutional considerations that may not be fully captured in the policy outline.

Stakeholders invited to make submissions include state governments, state Houses of Assembly, state Ministries of Justice, the Nigeria Police Force, Police Service Commission, other federal security and justice institutions, the Nigerian Bar Association and other professional legal and judicial bodies.

Others include civil society organisations, human-rights bodies, academic and research institutions working on policing, security sector governance or constitutional law, private sector bodies with interests in data protection, firearms regulation, private security regulation or public finance, as well as individual subject-matter experts and members of the public with relevant technical or professional expertise.

All submissions must be made through the official portal, nationalpolicingbill.com, in PDF format and OSCOLA referencing style, on or before August 13, 2026, at 5:00 p.m. WAT.

The notice stated that submissions received after the deadline may not be considered, while submissions made through any channel other than the official portal will not be accepted.

According to the guidelines, memoranda and position papers must not exceed 10 pages, excluding annexes, and must be submitted in English.

They must also be submitted as a single PDF document, with any supporting annexes clearly labelled, paginated and merged into the same file.

The Working Group also directed respondents to use the Oxford University Standard for Citation of Legal Authorities for citations to legislation, case law, official reports and secondary sources.

Each submission is required to state the submitting institution or individual, designation and contact details, and must disclose any institutional or professional interest relevant to the subject matter.

Submissions should focus on any of the themes outlined on the official portal. The Working Group said respondents do not need to address every theme, adding that focused and well-substantiated submissions on one or two themes are preferred to broad but general commentary.

The notice added that further information on the call, including guidance on the submission portal and referencing requirements, is available on the official portal.
