The Nigerian Postal Service (NIPOST) has announced that Nigerians sending parcels to the United States will now pay $80 or its Naira equivalent in prepaid customs duty, effective August 29, 2025. The fee applies to parcels only and excludes letters and documents.

The move follows the enforcement of a U.S. Executive Order suspending the de minimis exemption, which previously allowed low-value shipments to enter the U.S. duty-free. Under the directive, all postal operators worldwide, including NIPOST, are required to collect the levy before dispatch.

NIPOST explained in a public notice that the duty is part of a global directive under the International Emergency Economic Powers Act (IEEPA) and is not unique to Nigeria.

The agency cautioned that global logistics operations are being impacted as airlines and cargo carriers adopt stricter procedures for U.S.-bound parcels. This may extend transit and processing times, with all shipments subject to customs checks upon arrival in the United States.

To minimize disruptions, NIPOST is engaging with the Universal Postal Union (UPU), U.S. Customs and Border Protection (CBP), and airline partners. The agency assured customers that it remains committed to providing safe, reliable, and efficient postal services despite the regulatory changes.

Analysts warn that the new rule could significantly affect cross-border e-commerce, small businesses, and individuals relying on international shipping. Earlier this year, logistics giant DHL temporarily suspended business-to-consumer shipments to the U.S. due to similar regulatory changes, citing multi-day delays caused by increased formal customs processing.

The de minimis exemption previously allowed goods valued below $800 to enter the U.S. duty-free. Under the new Executive Order, all parcels regardless of value will attract a flat $80 customs duty. This is expected to increase costs for individuals and businesses sending small packages, including online purchases.

NIPOST has urged customers to plan ahead and factor the new duty into shipping costs to avoid surprises and potential delays.
