The Presidential Working Group on the National Policing Bill has said work on the proposed legislation remains on schedule, with the first drafting exercise already underway and the extended deadline for submission of memoranda and position papers set to close at 5:00 p.m. WAT on Friday, August 21, 2026.

Chairman of the Presidential Working Group and Chief of Staff to the President, Rt. Hon. Femi Gbajabiamila, disclosed this in a statement on Thursday, saying the group had progressed from its initial organisational phase to substantive policy and legislative work.

According to him, the Working Group remains firmly on track to meet the milestones contained in its seven-week workplan for producing a comprehensive National Policing Bill.

“Since its inauguration, the Working Group has progressed from its initial organisational phase to substantive policy and legislative work, with the first drafting sprint on the proposed National Policing Bill now underway,” Gbajabiamila said.

He disclosed that the Policy Advisory Committee, chaired by retired Justice Mohammed Abdullahi Liman, JCA, had been convened and completed the first stage of its oversight responsibility.

According to him, the committee has provided the policy direction required to guide the legislative drafting process.

Gbajabiamila also said legal drafters nominated by the Federal Ministry of Justice had commenced work on the first drafting sprint in accordance with the approved timetable and workplan of the Presidential Working Group.

The drafting process is running simultaneously with a nationwide consultation exercise involving institutions, professional bodies, civil society organisations, security stakeholders, experts and members of the public.

The Chief of Staff said the consultation had attracted substantial participation, with memoranda and position papers already received from stakeholders across different sectors.

He explained that the submissions were being systematically reviewed and analysed to ensure that relevant recommendations and perspectives were reflected, where appropriate, as work on the legislation progressed.

“The national consultation process running alongside the drafting exercise has recorded substantial engagement from institutions, professional bodies, civil society organisations, security stakeholders, experts and members of the public,” he said.

“Memoranda and position papers received through the consultation process are being systematically reviewed and analysed to ensure that relevant recommendations and perspectives are appropriately considered as work on the Bill progresses.”

Gbajabiamila recalled that the deadline for submissions had earlier been extended to provide stakeholders with additional time to contribute to the proposed policing reforms.

He, however, said that extended window would finally close at 5:00 p.m. on Friday, August 21.

“The Working Group therefore reminds interested institutions, organisations, professionals and members of the public who are yet to make submissions that the extended window closes at the stated time,” he said.

He added that once the consultation period ends, the Working Group would intensify work on the next phase of the drafting process while maintaining the momentum established during the opening weeks of its seven-week assignment.

“As the consultation window closes, the Working Group will intensify its focus on the next phase of the drafting process, while sustaining the pace established during the opening weeks of its seven-week assignment,” Gbajabiamila stated.

The Working Group also expressed appreciation to institutions, organisations, professionals, experts and members of the public who had already submitted memoranda and position papers or otherwise participated in the national consultation.

It said contributions received from stakeholders would form an important part of efforts to develop a policing framework capable of addressing Nigeria’s contemporary policing and internal security challenges.

“The inputs received constitute an important part of the process of developing a robust legislative framework capable of responding to Nigeria’s contemporary policing and internal security requirements,” the statement said.

At the heart of the proposed legislation is the establishment of a dual policing structure comprising a Federal Police Service and State Police Services.

According to the Working Group, the legislation is being designed to provide the constitutional and legislative framework necessary for the two-tier structure, while incorporating institutional safeguards, accountability mechanisms and appropriate oversight arrangements.

“The proposed National Policing Bill is being developed to provide the constitutional and legislative framework for a dual policing structure comprising a Federal Police Service and State Police Services, with appropriate institutional safeguards, accountability mechanisms and oversight arrangements,” the statement said.

The proposed framework forms part of ongoing efforts to restructure policing and internal security arrangements in Nigeria amid longstanding calls for the creation of state police alongside the existing federal policing system.

Gbajabiamila said the Working Group remained committed to ensuring that the process was rigorous, inclusive and completed within the specified timeframe.

The ultimate objective, according to the statement, is to produce a comprehensive legislative proposal for consideration by President Bola Tinubu before its subsequent transmission to the National Assembly for legislative action.
