The Office of the Chief Registrar of the High Court of Justice in Kano has issued a new circular with directives for magistrates in the Kano metropolis.

According to the circular dated January 29th, 2024, magistrates within Kano city and surrounding areas including Panshekara, Mariri, Hajj Camp, M.A.K.I.A., Gwale, Rijiyar Zaki, Yankaba, Zango and Ungogo can no longer directly entertain First Information Reports (FIRs) referred to them by the police or other law enforcement without approval from the Directing Magistrates.

The circular stated that magistrates are strictly prohibited from using any form to direct the police to arrest or investigate a suspect, as this violates Section 107(4) of the Administration of Criminal Justice Law of Kano State 2019.

Additionally, the use of “Invitation Forms” in civil matters to secure the attendance of any person in court has been banned, as there is no legal basis for such forms under law.

According to the Chief Registrar, non-compliance with these new directives will be met with severe punishment leading up to summary dismissal of the magistrates in question.

The circular, signed by Chief Registrar Abdullahi Ado Bayero, serves to provide updated guidance to local magistrates on proper legal procedures and restrictions on certain practices. Legal experts say the moves aim to improve accountability and transparency in the state’s judicial system.
