FIFA has opened disciplinary proceedings against Spanish Football Federation (RFEF) President Luis Rubiales for kissing player Jenni Hermoso against her will after Spain’s Women’s World Cup final.

The governing body said Rubiales’ conduct “may constitute violations” of its disciplinary code. Hermoso and players’ union Futpro previously condemned the non-consensual kiss and demanded sanction.

Human rights group Amnesty International backed Hermoso’s call for “exemplary measures,” saying such behavior is sexual violence. Spain’s women’s league urged Rubiales’ dismissal over the incident.

Rubiales apologized after initially defending himself, but criticism persisted from figures like Prime Minister Pedro Sanchez. Real Madrid coach Carlo Ancelotti said Rubiales should resign for the inappropriate act.

Other Spanish clubs and officials echoed the stance. The Basque football federation will skip the RFEF’s emergency meeting over the “seriousness” of Rubiales’ actions.

Star US player Megan Rapinoe lambasted the “misogyny and sexism” displayed. She said the world stage should celebrate women footballers, not force Hermoso to endure assault.

With pressure mounting, FIFA is investigating if its code was breached. The case spotlights issues of consent and women’s rights in football.
