The Federal Government has again redeployed 99 civil servants to different Ministries, Departments and Agencies.

Their redeployment was contained in a circular from the Office of the Head of the Civil Service of the Federation dated August 23, 2019, a copy of which our correspondent sighted on Monday.

The circular, marked HCSF/CMO/EM/CPA/908/II/230, was addressed to the Chief of Staff to the President, his deputy, the Chief Justice of Nigeria, ministers and ministers of state; service chiefs and the Inspector-General of Police; the chairman of the Federal Civil Service Commission and all the permanent secretaries.

The officers affected are those under the pool of the OHCSOF.

They are on Salary Grade Levels 07 to 14.

The Director, Employee Mobility, M.S. Naibi, signed the circular on behalf of the HOCSF, Mrs Winifred Oyo-Ita.

According to the circular, all handing and taking over processes must be completed on or before Friday.

Naibi wrote, “All handing and taking over processes should be completed on or before Friday, August 30, 2019. Any disregard of this deployment shall be treated in accordance with provision of PSR 030301(b).”

The aspect of the rule referred to, which is under Section 3 that focuses on misconduct, identifies refusal to proceed on transfer or to accept posting as a form of misconduct.

The section further defined misconduct as a specific act of wrongdoing or an improper behaviour which is inimical to the image of the service and which can be investigated and proved.

According to the rule, such behaviours can lead to termination of appointment and retirement.

Breakdown of the 99 affected officers shows that 19 of them are on SGL 14; another 19 on SGL 13; 17 on SGL 12; another 17 on SGL 10; 12 on SGL 9; nine on SGL 8 and six on SGL 7.

Further analysis of the list shows that 84 of the 99 officers were redeployed to fill vacancies in their new stations while 15 were posted out based on requests.

Some of the MDAs they were posted to include Power; Niger Delta Affairs; Environment; Mines and Steel Development; Youth and Sports; Information and Culture; and Foreign Affairs.

Others include Health; Communications; Labour and Employment; Education; Women Affairs; Police Affairs; Petroleum Resources; Defence; Trade and Investment; National Boundary Commission; and the National Power Training Institute of Nigeria.

Recall that the government had earlier in the month redeployed 36 officials in the directorate level from SGL 15 to 17.

The top government officials, who were posted from different MDAs to others, included 16 directors on SGL 17; nine deputy directors (SGL 16); and assistant directors (SGL 15).

Their postings were contained in a circular marked HCSF/CMO/002/S.1/T.3/II and dated August 6, 2019.

The circular was signed by the Director, Overseeing the Office of the Permanent Secretary, Mrs A.I. Atta, on behalf of Oyo-Ita.
