A former Minister of Defence and former Attorney General of the Federation and Minister of Justice, Adetokunbo Kayode, SAN, has urged local government chairmen across the country to support their state governors in addressing insecurity by residing in and working from their council areas.
He made the call in a statement made available to our correspondent in Akure, Ondo State, on Wednesday.
Kayode, who also once served as Minister of Labour and Productivity, said many chairmen currently live in state capitals instead of their respective communities, weakening their role in local governance and security.
The former minister blamed the absence of the local government chairmen in their council areas on the rising wave of insecurity, saying that as the Chief Security Officers of their respective council areas, they should reside in their council areas to oversee development and security situations.
He said, “Is it possible, reasonable, helpful, to direct, compel, and insist that all local government chairmen and vouncillors stay in their respective council areas and go to the state capital only with the written approval or permission of say, the governor or the deputy governor?
“Is it possible, reasonable, helpful, to direct, compel that all local government chairmen and councillors go to work, Monday to Friday, 8 am to 4 pm daily?”
He also proposed the creation of an Office of Inspector of Local Government Administration, under the deputy governor’s office, to enforce attendance, monitor performance, and ensure the mandates of local governments are effectively carried out.
He added, “Would the above help to bring the government closer to the people and help to strengthen security at the local government levels, wouldn’t it?”
Kayode added that with increased federal allocations to local governments, part of the funds should be channelled towards strengthening grassroots security.
