The National Insurance Commission (NAICOM) has announced that seven additional insurance companies have met the revised minimum capital requirements prescribed under the Nigerian Insurance Industry Reform Act (NIIRA) 2025 and other applicable insurance laws and regulatory guidelines.

The latest confirmation brings the total number of compliant operators to 50, comprising 48 insurance companies and two reinsurance companies, with NAICOM declaring that the industry’s recapitalisation exercise has now been successfully concluded.

The seven newly confirmed insurers are emPLE General Insurance Limited, a non-life insurer; emPLE Life Assurance Limited, a life insurer; Sovereign Trust Insurance Plc, a non-life insurer; Tangerine Life Insurance Limited, a life insurer; Alliance & General Insurance Plc, a non-life insurer; Guinea Insurance Plc, a non-life insurer; and Regency Alliance Insurance Plc, a non-life insurer.

NAICOM said the companies had been confirmed and verified as meeting the minimum capital requirements stipulated under NIIRA 2025 as well as applicable insurance laws and guidelines issued by the Commission.

“With this development, 48 insurance companies and two reinsurance companies have been confirmed and verified as compliant with the minimum capital requirements stipulated under NIIRA 2025 and applicable insurance laws and guidelines issued by the Commission, thereby bringing the Nigerian insurance industry’s recapitalisation exercise to a successful conclusion,” the Commission stated.

Attention is now expected to shift to the fate of insurance companies that failed to meet the recapitalisation requirements within the regulatory framework.

Some industry stakeholders have urged NAICOM to handle the affected companies with caution, fairness and sound managerial judgment, particularly where options such as mergers, acquisitions or liquidation may become necessary.

An insurance analyst, who spoke anonymously, said the regulator should ensure that the next stage of the process protects investments, jobs and the wider stability of the insurance sector.

According to the analyst, the emergence of stronger and better-capitalised insurance companies is positive for the industry, but operators that failed to satisfy the requirements should be given appropriate opportunities to explore alternative arrangements capable of preserving viable businesses.

“It’s a good thing we have stronger insurance companies in Nigeria. Let’s see what happens next. Those who could not make it should seek alternative measures and opportunities to come up with something bigger and better,” the analyst said.

The analyst noted that recapitalisation exercises and consolidation have previously occurred in other sectors, including banking, and argued that inability to meet a capital threshold should not automatically be treated as wrongdoing.

“It’s not a crime that you didn’t meet up; it happened in the banking sector, it has always happened. So the Commission must be fair to everyone,” the analyst added.

The stakeholder further cautioned against a process that could unnecessarily destroy investments or jobs, stressing that the Nigerian economy requires viable institutions and productive businesses.

“We don’t want to lose investments nor people. Our economy needs viable and feasible ideas and institutions to move forward, not fighting of any sort,” the analyst said.

The development also comes amid reported dissatisfaction among some operators over aspects of the recapitalisation process, with some insurers said to have called on the Federal Government to intervene and ensure that the Commission handles the exercise fairly.

With the additional seven companies now cleared, NAICOM maintains that the recapitalisation phase has been concluded, leaving the regulator to determine the appropriate regulatory approach for operators that did not meet the prescribed requirements.
