Tokyo police have arrested a 53-year-old Nigerian, Nwadiukwu Ikenna, over alleged persistent touting in Kabukicho, one of the busiest nightlife districts in the Japanese capital.

The Tokyo Metropolitan Police Department said on Friday that Ikenna was arrested on suspicion of repeatedly soliciting customers in the district.

According to police, the suspect allegedly approached a passer-by on a street in Kabukicho during the early hours of Thursday, July 9, 2026, and grabbed the person by the left hand.

Investigators alleged that he repeatedly attempted to lure the individual to an establishment, saying, “Why don’t you?” and “Don’t be scared. I love you.”

Police said Ikenna admitted to the solicitation.

He reportedly told investigators that he received a share of the money spent by customers he referred to an eating establishment.

The arrest comes amid growing complaints over touting activities in Kabukicho, an area known for entertainment, nightlife, bars and restaurants.

According to police, 91 complaints were received in the first half of 2026 from people who claimed they were taken to establishments by touts described by authorities as “African-looking” and later forced to pay excessive charges.

The figure has already exceeded the 77 complaints recorded throughout 2025.

Police said most of the complainants in the first six months of 2026 were foreign tourists.

The total reported losses during the period were estimated at about 100 million yen.

One of the reported victims, an Australian tourist, allegedly lost about four million yen.

Authorities said they are intensifying efforts to address touting and related complaints in the district, especially as reports of tourists being overcharged continue to rise.
