The Supreme Court of Nigeria has advised members of the Nigerian Bar Association, Notaries Public and the general public to disregard a recent publication by the NBA stating that Strata Flex Nigeria Ltd. had been approved to issue secured tamper-proof seals for Notaries Public in Nigeria.

The clarification was issued by the Office of the Chief Registrar of the Supreme Court in a statement titled, “Re: Purported Approval Of Strata Flex Nigeria Ltd To Issue Tamper-Proof Seals For Notaries Public.”

The statement, signed by Hadiza Bamaiyi, Head of the Notary Public Unit, said the attention of the Office of the Chief Registrar had been drawn to the NBA publication dated June 21, 2026, which referenced a letter with Ref. No. 4495/SCN/NP/S.1/23 dated October 11, 2024, on secured tamper-proof seals for Notaries Public.

According to the Supreme Court, members of the NBA, Notaries Public and the public should disregard the said publication.

“The Supreme Court of Nigeria is currently reviewing its engagement with Strata Flex Nigeria Ltd. in respect of the issuance of physical seals for Notaries Public,” the statement said.

The court further directed that all enquiries, clarifications or correspondence relating to physical seals for Notaries Public should be addressed only to the Office of the Chief Registrar of the Supreme Court of Nigeria pending further directives from the court.

It added that the Supreme Court remains committed to upholding the integrity of notarial practice and protecting the public against abuse.

The clarification comes after the NBA had earlier notified its members, particularly legal practitioners appointed as Notaries Public, that the Supreme Court had approved Strata Flex Nigeria Ltd. to issue secured tamper-proof seals for Notaries Public in Nigeria.

In the NBA notice signed by its National Publicity Secretary, Bridget Edokwe, Esq., the association said a letter from the Office of the Chief Registrar of the Supreme Court, dated October 11, 2024, with reference number 4495/SCN/NP/S.1/23, had recently been brought to its attention.

The NBA had stated that the said letter conveyed approval authorising Strata Flex Nigeria Ltd. to issue secured tamper-proof seals to Notaries Public across the country.

According to the NBA, the initiative was intended to enhance the integrity, authenticity, security and reliability of notarial acts and documents in Nigeria, while protecting the public against forgery, unauthorised notarisation and other abuses associated with notarial practice.

The association had consequently advised Notaries Public to take note of the development and comply with directives, guidelines and procedures that may be issued by the Supreme Court and Strata Flex Nigeria Ltd. regarding the acquisition and use of the seals.

However, the Supreme Court’s latest statement has now placed the matter on hold, directing that all communications on physical seals for Notaries Public must go through the Office of the Chief Registrar until further directives are issued.
