The European parliament has voted in favour of a digital platform to recruit skilled third-country nationals for work in the European Union (EU).

Tuesday’s vote had an overwhelming 414 endorsements with 182 against and 21 abstentions.

The platform, dubbed the ‘EU talent pool’ will be open to voluntary participation by member states.

Vacancies will be matched with non-EU jobseekers. The process will be free of charge for jobseekers and for employers.

In a statement after the vote, the parliament noted that European member states will have to ensure that all participating employers are lawfully established in a participating EU country and comply with the relevant laws regarding fair recruitment, adequate working conditions, non-discrimination, protection against adverse treatment, and trafficking in human beings.

Interested jobseekers will be able to register and create profiles that will be visible to employers, indicating their relevant skills and qualifications.

In their negotiations, MEPs secured an agreement that jobseekers will have to be at least as old as the age of majority under the national laws of the relevant country of employment.

“The EU Talent Pool manages to do two things at once. It is a win for European companies who will now get one more tool in their quest to find the right talent and remain competitive,” Abir Al-Sahlani, rapporteur, said.

“And it is an important step in shaping legal pathways in Europe’s migration policy framework. I now count on companies and member states to make the most of it.”

The parliament said participating EU countries will be free to accelerate immigration procedures to allow for the faster recruitment from the talent pool, but noted that neither registration nor selection will guarantee the delivery of work and residence permits, which will still be subject to immigration procedures in individual member states, including security checks.

The regulation still needs to be formally adopted by the European council.
