The Economic and Financial Crimes Commission (EFCC) has uncovered what it describes as a sophisticated land fraud syndicate operating in Abuja, involving forged title documents, fraudulent land sales, and money laundering schemes amounting to over N800 million.

Central to the investigation is Mrs Rebecca Godwin-Isaac, also known as Bilkisu Ishaqu Aliyu, who has been charged alongside her husband, Mr Aliyu, and several companies — including Homadil Realty Ltd and Rychado Homes Ltd — in at least three separate criminal cases currently before the Federal and FCT High Courts.

According to court filings, Mrs Godwin-Isaac allegedly used forged documents to fraudulently acquire Plot 4022 in the high-value Guzape District, Abuja. The EFCC claims she obtained a building permit from the FCT Department of Development Control and sold the property for N70 million.

The proceeds were reportedly laundered through the bank account of Homadil Realty Limited to conceal their illicit origin.

In the charge dated February 26, EFCC prosecutor Samuel Chime said:

“You, Godwin-Isaac Rebecca Omokamo (a.k.a. Bilkisu Ishaqu Aliyu), Isaac Yusuf Ishaku, and Homadil Realty Limited… conspired among yourselves to obtain, falsify, and fraudulently acquire Plot 4022… by means of false representation and fraudulent documents, knowing the same to be false.”

The EFCC has indicated plans to call 13 witnesses and tender evidence, including forged title documents, financial records, and alleged bribes to public officials.

In a related 17-count charge (FHC/ABJ/CR/76/2025), Mrs Godwin-Isaac and co-defendants are accused of fraudulently selling Plots 1861, 1862, and 1863 in Katampe District, collecting over N500 million from unsuspecting buyers between 2023 and 2024.

One defendant, Mr Idakwogi John, allegedly sold Plot 1863 for N125 million, with the proceeds laundered through Rychado Homes Ltd.

In yet another case (CR/100/2025), pending before the FCT High Court, the EFCC is prosecuting Mrs Godwin-Isaac, her husband, and Mr John for forgery, bribery, and tampering with land records to secure fraudulent approvals for Plot 4022.

Following a July 2024 petition to President Bola Tinubu, Mrs Godwin-Isaac denied all allegations, claiming she lawfully acquired the Guzape plot from her former employer and possessed genuine documents. Her petition led to a directive from the president to the FCT Minister, Nyesom Wike, to investigate.

However, internal documents from the FCT Legal Secretariat revealed that a staff member of the Abuja Geographic Information Systems (AGIS) had manipulated digital land records to enable the fraudulent acquisition of Plot 4022.

“The AGIS Director could not identify the staff involved,” FCTA General Counsel Salman Dako wrote in an October 8, 2024 letter to the EFCC, adding that remarks enabling a building plan approval had been inserted and later deleted from the electronic records.

In December 2024, Justice Emeka Nwite of the Federal High Court in Abuja granted the EFCC a 60-day interim forfeiture order on Plot 4022 and the Katampe plots, citing that the development approvals were based on forged documents.

Earlier, on January 28, the Nigeria Police Force arraigned Mrs Godwin-Isaac, her husband, and Homadil Realty Ltd before the FCT High Court in Apo. They pleaded not guilty to five counts of forgery and fraudulent misrepresentation. The court granted each defendant bail in the sum of N10 million.

Two civil society organisations, the Resource Centre for Human Rights and Civic Education (CHRICED) and the Initiative Against Human Rights Abuse and Torture (INAHURAT), have accused the Inspector General of Police, Kayode Egbetokun, of shielding Mrs Godwin-Isaac from arrest.

CHRICED Director Ibrahim Zikirullahi said:

“At the centre of this disturbing case is the mistreatment of 79-year-old widow Colleen Yesufu, who is battling powerful forces intent on dispossessing her.”

INAHURAT Convener and rights lawyer Maxwell Opara alleged that former FCT Police Commissioner Tunji Disu helped Mrs Godwin-Isaac evade arrest and continue construction on the disputed plot under police protection.

Despite multiple requests, police spokesperson Olumuyiwa Adejobi did not respond to inquiries regarding these allegations.

Mrs Colleen Mero Yesufu, the original allottee of Plot 4022, insists she was defrauded and has called on the EFCC, the FCT Minister, and President Tinubu to ensure justice is served.

The EFCC says its investigation is ongoing and may lead to further prosecutions, as the network allegedly spans real estate operators and complicit government officials.
