The Economic and Financial Crimes Commission (EFCC) has arrested Bashir Bello Ibrahim, a former contractor with the Kaduna State Government and Chief Executive Officer of Formal Act Legacy Limited, in connection with a staggering ₦30 billion fraud involving multiple victims, fake contracts, and fraudulent misrepresentation.

According to a statement issued by the Commission via its official X (formerly Twitter) handle on Friday, Ibrahim was apprehended by operatives of the Kaduna Zonal Directorate following over 251 petitions from affected individuals. The petitioners accused him of impersonation, breach of trust, and widespread fraudulent activities.

Despite the termination of his contract with the Kaduna State Government in October 2023, Ibrahim allegedly continued to pose as a legitimate consultant for all 23 local government areas (LGAs) in the state and falsely claimed to be affiliated with the United Charity Foundation and the Sustainable Development Goals (SDG) Office.

The EFCC disclosed that Ibrahim falsely presented himself as having a valid 2020 Memorandum of Understanding (MoU) with the Kaduna State Government to source grants from international donors for local government projects. Investigations revealed that this MoU had been revoked due to his non-performance and violation of terms.

Despite the revocation, the suspect allegedly went ahead to award fictitious contracts, luring contractors into supplying goods such as construction materials, hospital equipment, pharmaceuticals, and other health-related products. The EFCC said Ibrahim never informed the LGAs of these supplies, failed to pay contractors, and in many cases, sold off the goods.

During the arrest, EFCC operatives recovered several items, including:

  • Toyota Hilux vans
  • Ambulances and buses
  • Dispatch motorcycles
  • Generators
  • A large stockpile of medicines and medical equipment

However, many of the recovered drugs—including tablets, syrups, capsules, gloves, and syringes—were stored in substandard conditions.

Collaborating agencies such as the National Agency for Food and Drug Administration and Control (NAFDAC) and the Kaduna State Ministry of Health are currently inspecting the seized medical items.

Umar Ahmad Suleiman, Investigation and Enforcement Officer of the Federal Task Force at NAFDAC, confirmed that many of the recovered drugs were either counterfeit, expired, or unregistered.

“Some are within shelf life, others expired, and some are outright counterfeits,” Suleiman stated.

A pharmacist with the Kaduna State Ministry of Health, Abubakar Isa Balarabe, also condemned the storage conditions, describing them as completely unfit for any kind of medicine.

Further findings by the EFCC revealed that Ibrahim allegedly used proxies to sell fake contract award letters, altered contract terms without consent, and violated the already nullified MoU in a bid to continue defrauding unsuspecting victims.

The Commission confirmed that charges will be filed against him upon conclusion of investigations.
