Two witnesses who fell victim to a job racketeering scheme at the Federal Character Commission (FCC) provided their testimonies before the House ad-hoc committee on Tuesday. They fervently pleaded for the return of their employment letters, which had been taken from them after they paid sums of 1 million and 2 million naira, respectively.

The witnesses, Abdulmalik Isah Ahmed and Ali Muhammed Yero, appeared before the House committee responsible for investigating mismanagement within federal ministries, departments, agencies, parastatals, and tertiary institutions concerning the Integrated Payroll and Personnel Information System (IPPIS).
Abdulmalik Ahmed and Ali Muhammed Yero, during their testimonies, revealed that they had made payments of 1 million and 2 million naira, respectively, to Haruna Kolo of the Federal Character Commission and Badamasi Jalo, who coordinated payments for other candidates on behalf of Haruna Kolo. These payments were made with the expectation of securing employment at the Federal Character Commission.
According to Abdulmalik Ahmed, the employment letters issued to him and 26 others were subsequently taken back during a meeting on July 17, 2023. This committee, which investigated them, collected their original appointment letters, promising to reissue new ones. The witnesses asserted that the Secretary to the Taraba state commissioner informed them that they do not send appointment letters to the commission directly, but rather they promised to investigate, recover their funds, and regularize their situation. They were scheduled to return on July 25, 2023.
Abdulmalik Isah Ahmed narrated his experience, highlighting that he had been unemployed for 11 years and turned down opportunities for unlawful activities, seeking to contribute positively to Nigeria. He further revealed that his associates Nurudeen Yaro and Abdulrazak Yaro had each paid 2 million naira to Badamasi Yaro’s account in exchange for employment at the Federal Character Commission.
Ahmed stated that Haruna Kolo had informed him that the slot was secured through the Chairperson of the commission, allowing him to be enrolled under the IPPIS platform. He continued by describing the process of receiving his employment letter, being captured on the IPPIS platform, and the subsequent developments regarding his posting.
Abdulmalik Isa Ahmed, in his testimony, mentioned that despite the retrieval of his employment letter, he was still receiving a salary up to the present date, even though he had not been formally posted by the commission.
While addressing the committee, the Chairman of the committee, Yusuf Gagdi, inquired about any personal transactions or connections between the witnesses and the Commissioners or Chairman of the Federal Character Commission. Both witnesses denied having any direct interactions or transactions with the commission officials.
The Chairman of the committee announced that Haruna Kolo, the Secretary to the Taraba state commissioner, and his driver, Yusha’u Gambo, were required to appear before the committee on August 9, 2023, to provide further insight into the job racketeering scheme.
