DO FEDERAL ROAD SAFETY COMMISSION (FRSC) OFFICERS TRULY HAVE POWERS TO SEIZE DRIVERS LICENSE/VEHICLE DOCUMENTS.

It has been the practice of the Federal Road Safety Commission (FRSC) officers to obtain and seize driving license or vehicle documents of suspected traffic offenders.
By virtue of the commission’s establishing law, they have powers to obtain, seize and retain the driving license or vehicle documents of a traffic offender to ensure such offender complies with payment of fine or appearance in court. So, upon payment of fine or appearance in court, the seized items must be returned to the suspected offender.
Note that, once an officer seizes any driving license or vehicle documents, such officer must issue an offence sheet to the suspected offender. The said offence sheet must indicate the seized items and must inform the suspected offender, the office address of the officer seizing the items and where such seized items can be redeemed and collected.

My authorities are sections 28 and 31 of the Federal Road Safety Commission (Establishment) Act, 2007.
