President Bola Tinubu is expected to present the 2027 federal budget to the National Assembly before the end of December 2026, the Minister of State for Budget and Economic Planning, Dr. Doris Uzoka-Anite, has disclosed.

The minister made this known on Wednesday while briefing State House correspondents after the Federal Executive Council (FEC) meeting presided over by President Tinubu at the Council Chamber of the State House, Abuja.

Uzoka-Anite confirmed that preparations for the 2027 budget were ongoing, with the Federal Government working towards presenting the proposed spending plan to the National Assembly before the end of the year.

“We are working on the budget for 2027, and the intention is to present it before the end of the year,” she said when asked about the timeline for the budget presentation.

The disclosure comes as the Federal Government introduces stricter requirements for ministries, departments and agencies (MDAs) in the preparation of their personnel cost proposals for the 2027 fiscal year.

In a Personnel Costs Budget Call Circular dated September 4, 2026, the Budget Office of the Federation directed all MDAs to submit their personnel cost proposals alongside copies of their establishment Acts.

The circular, signed by the Director-General of the Budget Office, Tanimu Yakubu, made the submission of establishment Acts mandatory for agencies seeking personnel cost allocations in the 2027 budget.

The requirement was introduced following the discovery of fictitious government agencies by the Independent Corrupt Practices and Other Related Offences Commission (ICPC), raising concerns about the integrity of personnel expenditure and the inclusion of unauthorised entities in federal budgetary provisions.

Under the new directive, MDAs must provide their establishment Acts as part of the documentation supporting their personnel cost proposals, enabling the Budget Office to verify their legal status before making budgetary provisions.

The circular also stipulated that agencies not captured on the Integrated Payroll and Personnel Information System (IPPIS) or the Government Integrated Financial Management Information System (GIFMIS) would not receive personnel cost provisions in the 2027 budget.

The measures are intended to strengthen verification of government agencies and improve accountability in the preparation of personnel expenditure estimates.

With the budget preparation process underway, the Federal Government is expected to complete the necessary consultations and documentation before President Tinubu formally submits the 2027 Appropriation Bill to the National Assembly for legislative consideration.

The minister did not disclose the proposed size of the 2027 budget or specify the date on which the President would present it.
