The Judiciary Headquarters of Akwa Ibom State has issued a directive mandating all Court Registrars and Commissioners for Oaths to strictly enforce compliance with the 2023 Nigerian Bar Association (NBA) Remuneration Order during the attestation of land-related legal documents.

The directive was contained in a circular dated June 3, 2025, and signed by the Acting Chief Registrar, Affiong Victor Usimkah, Esq., on behalf of the Honourable Chief Judge of Akwa Ibom State.

According to the circular, the new directive is in response to concerns raised by the NBA Remuneration Committee about discrepancies in the execution dates of legal instruments, which may be used to bypass the provisions of the Remuneration Order.

“The NBA has observed that, in some instances, persons are presenting land-related legal instruments for signing where the year of execution on the documents does not correspond with the actual year of their presentation,” the circular noted.

It stressed that such irregularities could undermine fair compensation for legal services and distort the enforcement of the NBA’s standard fee structure. The Judiciary, therefore, emphasized the need for strict verification of the execution year on all documents to ensure they correspond with the seal year of the legal practitioner affixing their NBA stamp.

Additionally, all Registrars and Commissioners for Oaths are directed to confirm the presence of recent and valid NBA stamps on such documents before administering any oaths, adding what the circular described as “an additional layer of verification and accountability for the legal practitioners involved.”

The circular concluded by reiterating the importance of full compliance, stating that all officers of the court must adhere strictly to the directive to preserve professional standards and ensure due process.
