Rivers State ‘Unconstitutional’ Sole Administrator, Vice-Admiral Ibok Ibas (retd), has annulled all pending procurements and tender processes in the state, following a recent ruling by the Court of Appeal.

In a statement issued on Thursday, signed by the Secretary to the State Government (SSG), Prof. Ibibia Worika, the decision was made in compliance with the Appeal Court’s ruling in suit number CA/ABJ/CV/133/2024.
Vice-Admiral Ibas informed the public that all procurements and tender services conducted by Ministries, Departments, and Agencies (MDAs) during the period are now void.
The statement read: “Accordingly, all Ministries, Departments, and Agencies (MDAs) that engaged in tender processes for projects within their respective offices are hereby directed to refund all tender fees to the affected contractors immediately.
This is pending the approval of a new spending plan by the state, which will be communicated in due course.”
