The United States Department of Justice has charged two Nigerians alongside dozens of other individuals over alleged illegal voting, fraudulent voter registration, false claims of U.S. citizenship and other election-related offences across several states.

The Nigerians, Mohammed Omar Hassan, 61, and Michael Agah, 74, are both lawful permanent residents of the United States.

They were among 63 individuals whose cases were announced by the Justice Department on Monday, November 2, 2026, as part of an intensified enforcement campaign against alleged election-related offences.

According to the department, the cases include allegations of non-U.S. citizens voting in federal elections, individuals falsely claiming American citizenship to register or vote, and the fraudulent submission of voter registration applications.

Hassan was charged in the Southern District of Texas with voting by a non-U.S. citizen.

The Justice Department alleged that the Nigerian national voted in both the 2022 and 2024 elections despite being a lawful permanent resident rather than a U.S. citizen.

Agah was charged in the Western District of North Carolina with voting by a non-U.S. citizen and making a false claim of U.S. citizenship in order to vote.

Prosecutors alleged that Agah falsely stated on an Authorization to Vote Form that he was a U.S. citizen before voting in a federal election on November 5, 2024.

The cases form part of a wider series of prosecutions involving individuals from several countries and federal judicial districts.

Attorney General Todd Blanche described the latest announcement as the “largest surge of voter-fraud arrests” since President Donald Trump returned to office.

He said the Justice Department would continue investigating and prosecuting alleged violations of federal election laws.

The department said it had charged 195 non-U.S. citizens across 25 states with illegal voting and registration offences during the preceding nine weeks.

It added that 239 people had been charged with voting fraud-related offences since the beginning of the current administration.

Those named in the latest announcement include nationals of Nigeria, Mexico, Jamaica, Canada, France, the United Kingdom, Colombia, the Philippines, India and several other countries.

The charges were filed across federal districts including Texas, North Carolina, Tennessee, New Jersey, Pennsylvania and California.

The cases against Hassan and Agah come amid a broader push by the Trump administration to prosecute alleged unlawful voting by non-citizens and false claims of American citizenship.

In September, the Justice Department separately announced election-related cases involving other foreign nationals, including allegations of unlawful voting and false citizenship claims.

The Justice Department, however, stressed that criminal complaints, indictments and informations contain allegations only and do not amount to findings of guilt.

Hassan, Agah and the other defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in court.
