The House of Representatives Ad Hoc Committee investigating the controversial Presidential Foreign Intervention Promotion Council has raised fresh concerns over documents allegedly used to present the disputed organisation as a federal government agency, including a purported governing board that listed President Bola Tinubu and several senior government officials as members.

Chairman of the committee, Yusuf Gagdi, raised the issue during Thursday’s investigative hearing while questioning the Corps Marshal of the Federal Road Safety Corps, Shehu Mohammed, over the issuance of seven official Federal Government vehicle number plates to the PFIPC.
According to Gagdi, documents submitted to the FRSC purportedly listed Tinubu as a member of the organisation’s governing board alongside the Secretary to the Government of the Federation, George Akume; Minister of the Federal Capital Territory, Nyesom Wike; the Head of the Civil Service of the Federation; the Governor of the Central Bank of Nigeria; and the Attorney-General of the Federation.
Others allegedly listed included the ministers responsible for finance, aviation, agriculture and food security, interior, budget and national planning, marine and blue economy, police affairs, transportation, works and power.
Gagdi questioned why the unusual composition of the purported board did not trigger further verification by the FRSC before official government number plates were approved for the organisation.
The committee chairman also expressed concern over documents purportedly establishing the organisation and outlining its mandate, observing that some of them allegedly lacked the security features ordinarily associated with official Federal Government correspondence.
“We are trying to expose the leakages so that agencies can close these gaps going forward. It is not to indict anybody,” Gagdi told the hearing.
He maintained that a document purporting to place the President, the SGF and a substantial number of cabinet ministers on the governing board of one agency ought to have prompted the FRSC to seek direct confirmation from the Presidency or other appropriate authorities.
Responding, Mohammed said the FRSC followed its standard operating procedures and carried out checks that, at the time, gave the impression that the PFIPC was a legitimate Federal Government organisation.
The Corps Marshal said the FRSC received an application dated April 4, 2025, requesting official government number plates, followed by a reminder dated April 11, 2025.
Both communications, he said, were signed by Prince Adeniyi Adeyemi, who presented himself as the Director-General of the organisation.
Mohammed explained that the applications were accompanied by documents purportedly showing the establishment of the council, its mandate, governing structure and details of vehicles for which official registration plates were sought.
He said the Corps subjected the application to verification, including checking the organisation’s website, which operated on a Federal Government domain, and physically visiting its listed office at the Federal Secretariat Complex in Abuja.
According to him, officials found an operational office at the stated address, while the website and documents available to them appeared to support the claim that the organisation was a government body.
The FRSC consequently approved seven official Federal Government number plates for vehicles associated with the PFIPC after also verifying their chassis numbers.
The vehicles reportedly included a 2024 bulletproof Lexus LX, two Toyota Land Cruiser sport utility vehicles and four Toyota Hilux vehicles, with number plates ranging from PFIPC 01 to PFIPC 07.
Mohammed said it later came as a shock to the FRSC when information emerged that the organisation was not an authorised Federal Government agency and that representations made in support of the application were being challenged as false.
He disclosed that the Corps had commenced the process of retrieving all seven official number plates and had also strengthened its verification procedures to prevent similar occurrences.
During the hearing, Gagdi asked the Corps Marshal whether the composition of the purported governing board and the nature of some of the documents appeared normal.
Mohammed acknowledged that the situation was unusual but maintained that the FRSC acted on the information and documentation available to it at the time.
The committee subsequently directed the FRSC to provide information on the present status and location of all vehicles registered under the PFIPC.
The development is the latest in the widening investigation into how the disputed organisation allegedly obtained access to government facilities, documentation, official vehicle registration and the Federal Government’s budgetary framework despite the Presidency’s insistence that it was never lawfully established.
The State House has separately denied requesting the creation of a budget code for the PFIPC and maintained that it had no knowledge of the organisation until the controversy became public.
The Independent Corrupt Practices and Other Related Offences Commission has also recommended the prosecution of Adeyemi following an investigation into the organisation.
The ICPC said its investigation raised questions over documents allegedly used to give the PFIPC an appearance of official legitimacy, including a purported appointment letter, gazette and enabling instruments.
Adeyemi has previously denied being a fraudster and maintained that the courts should determine the allegations against him.
The House committee is expected to continue its investigation into the roles played by various government institutions and how the purported organisation was able to navigate official processes before its status was challenged.
