In Nigeria, only the President can command or determine the operational use of the Armed forces. However he may delegate his responsibility to the:
(1) Chief of Defence Staff;
(2) Chief of Army Staff;
(3) Chief of Naval Staff; or
(4) Chief of Air Staff.
Governors and other public office holders not mentioned above, do not have powers to command or determine the operational use of the Armed forces.
See section 218 of the Constitution of the Federal Republic of Nigeria 1999(as amended and Section 8 of the Armed Forces Act.
