The Senate Committee on Judiciary, Human Rights and Legal Matters has issued an invitation to stakeholders and members of the general public for a public hearing on two criminal justice reform bills scheduled for Thursday, February 26, 2026.

The invitation, signed by Distinguished Senator Adegbonmire Adeniyi Ayodele, SAN, Chairman of the Committee, was published on Monday, February 23, 2026.

The public hearing will consider two bills:

  1. A Bill for an Act to Amend the Proceeds of Crime (Recovery and Management) (Amendment) Bill, 2025 (SB. 343); and
  2. A Bill for an Act to Amend the Sheriffs and Civil Process (Amendment) Bill, 2025 (SB.432)

The public hearing is scheduled to hold at the Senate Conference Hall 231, Second Floor, New Building, National Assembly, Abuja.

Date: Thursday, 26th February, 2026 Time: 10:00 AM

His Excellency, Distinguished Senator Godswill Obot Akpabio, CON, President of the Senate of the Federal Republic of Nigeria, will serve as the Special Guest of Honour.

The committee has requested the following institutions to submit memoranda and be present at the public hearing:

  1. The Chief Justice of Nigeria and Chairman, National Judicial Council;
  2. The Honourable Attorney-General of the Federation and Minister of Justice;
  3. All State Attorneys-General of the Federation;
  4. The Office of the Sheriff, Federal Capital Territory;
  5. All State Sheriffs of the Federation (36 States);
  6. Nigerian Law Reform Commission (NLRC);
  7. The Economic and Financial Crimes Commission (EFCC);
  8. The Independent Corrupt Practices and Other Related Offences Commission (ICPC);
  9. The Nigeria Police Force;
  10. The Nigeria Customs;
  11. The Department of State Services (DSS);
  12. The National Drug Law Enforcement Agency (NDLEA);
  13. The Nigerian Financial Intelligence Unit (NFIU);
  14. Nigerian Revenue Service (NRS);
  15. The Securities and Exchange Commission (SEC);
  16. The Corporate Affairs Commission (CAC);
  17. The Bureau of Public Procurement (BPP);
  18. The National Human Rights Commission;
  19. The Code of Conduct Bureau;
  20. The Public Complaints Commission;
  21. The Nigerian Bar Association (NBA);
  22. The Association of Auctioneers of Nigeria;
  23. Transparency International (Nigeria);
  24. The Civil Society Legislative Advocacy Centre (CISLAC);
  25. The Socio-Economic Rights and Accountability Project (SERAP);
  26. The Policy and Legal Advocacy Centre (PLAC); and
  27. Members of the General Public.

Stakeholders and interested members of the public are requested to submit twenty (20) hard copies and one (1) soft copy of their memoranda to the Committee Secretariat, Room 24, 2nd Floor, Senate White (White House), National Assembly Complex, Abuja, to reach Senator Adegbonmire Adeniyi on or before Tuesday, 24th February, 2026.
