The Lagos State House of Assembly is advancing a bill to create a legal framework for the establishment, management, and operation of a state-owned railway corporation.
The speaker, Mudashiru Obasa, disclosed this at a one-day public hearing on the bill titled “A Bill for a Law to Establish the Lagos State Railway Corporation and for Connected Matters, 2025” on Wednesday. Railway service now falls under the concurrent list following the amendment of the 1999 Constitution.
Represented by Deputy Speaker Mojisola Meranda, Obasa said the corporation would provide reliable railway services to decongest roads, reduce travel time, and improve residents’ quality of life.
“This proposed legislation represents yet another bold step in the state government’s efforts to enhance welfare and social infrastructure. Rail transportation is critical for efficient, safe, and cost-effective movement, facilitating trade, commerce, and economic growth,” Obasa stated. He added that rail transport is reliable, environmentally friendly, and efficient in terms of passenger capacity.
The bill provides for the appointment of an inspector of railways, tasked with maintaining safety standards, conducting regular inspections of coaches and tracks, and ensuring passenger security.
Earlier, the chairman of the House Committee on Transportation, Temitope Adedeji, said the corporation would ease the movement of people and goods, reduce traffic congestion, and stimulate economic growth.
“With the state’s growing population and rising demand for efficient transportation, establishing a comprehensive legal and institutional framework for railway services has become both timely and necessary,” Adedeji said.
The Commissioner for Transportation, Oluwaseun Osiyemi, revealed that the corporation would plan for future expansions, including the Purple, Green, and Orange Lines. He noted that the initiative would draw inspiration from countries like the United Kingdom, Belgium, and Japan, known for their rail efficiency and innovation.
The Director-General of the Lagos State Safety Commission, Lanre Mojola, recommended including the commission in the governing board of the proposed corporation to ensure oversight and compliance with safety standards.
The bill is part of the state’s broader efforts to modernize transportation, reduce congestion, and create a sustainable urban mobility system for Lagos residents.
