In an exclusive interview with the Daily Trust not TheNigerialawyer in Abuja yesterday, Mahmud reacted to allegations of sleaze and mendacity raised by the commission’s staff union during the recent industrial action. The union had accused the management of the commission of contract inflations, including bloating of money spent on the construction of lifts and car parks, as well as the costs of ICT. “That is very untrue. Like I have been saying, our contracts go through due process and all the figures they are giving are false figures,” the registrar general said. He said contrary to the allegations, the commission neither spent N300 million to build a lift nor N1 billion to build a car park. He further debunked the allegation that the commission spent N300 million to build an office in Katsina, adding that the office in question did not cost up to N40 million. He refuted claims by the union that the commission spends N2 billion on ICT every year, adding that it could not have afforded to spend such money on ICT alone as well as pay staff salaries and allowances. “What we are paying for ICT is lower than what we were paying before for ICT. Before, we were paying N140 million per annum for the old programme that the man was doing for us as his annual maintenance fee. We are paying now about N65 million on the present one which is functioning better than the one we were paying before,” Mahmud said. He said the contracts went through due process as he only approved those within his power, being contracts worth N2.5 million for services, and N5 million for works. “I have the guidelines and how to go about it and approve. If it is beyond my limit, it goes to our tenders board and that one is N50 million for other services and N250 million for works. If it is beyond that, we go to our Ministry’s Tenders Board,” he said. Mahmud told our reporters that he had all the records and obtained clearance from the Bureau of Public Procurement on the projects that needed certificates of no objection.]]>
