The Nigerian Electricity Regulatory Commission has held a regional seminar for judges of the Lagos State High Court to deepen judicial understanding of Nigeria’s evolving electricity market and the legal issues arising from ongoing power sector reforms.

The seminar, held in Lagos, was themed, “Nigeria’s Electricity Market in Transition: Law, Regulation and the Courts.”

It is the first in a series of regional engagements planned by NERC to strengthen judicial capacity and promote a shared understanding of the legal and regulatory framework governing the Nigerian Electricity Supply Industry.

Speaking at the event, the Chairman of NERC, Dr. Musiliu Oseni, said the commission had transferred electricity market oversight to 16 states, marking a new phase of multi-level regulation in the power sector.

Oseni said the seminar was designed to help judges better understand the technical and legal complexities of the electricity industry, which he described as critical to Nigeria’s economic development.

“The objective is to ensure that My Lords are familiar with the intricacies and technical nature of the power sector. We look forward to engaging with you and sharing deeper insights into an industry that is critical to Nigeria’s economic development,” he said.

Representing the Attorney-General of Lagos State and Commissioner for Justice, Mr. Lawal Pedro, SAN, the Solicitor-General of Lagos State, Hameed Oyenuga, commended NERC for organising the seminar.

Oyenuga said the engagement provided a useful platform for judges to interact with stakeholders in the electricity industry and gain better insight into the sector’s transition.

He noted that such engagement would help ensure that judicial decisions support, rather than hinder, ongoing power sector reforms.

Also speaking, the Chief Judge of Lagos State, Justice Kazeem Alogba, who was represented by the Administrative Judge of the Lagos Judicial Division, Justice Atinuke Ipaye, urged participants to take full advantage of the seminar.

She encouraged judges to engage actively with resource persons and seek a deeper understanding of the changing electricity market.

The seminar featured presentations on key issues in the Nigerian Electricity Supply Industry.

The NERC Commissioner for Legal, Licensing and Compliance, Dafe Akpeneye, delivered a paper titled, “Transitioning into a Decentralised Electricity Sector: Legal and Regulatory Perspectives.”

The Vice Chairman of NERC, Dr. Yusuf Ali, also presented a paper titled, “Tariff Regulation in a Decentralised Electricity Market.”

NERC said the engagement formed part of its efforts to support the smooth transition to a decentralised electricity market and strengthen collaboration between regulators, courts and other stakeholders in the power sector.
