In a nation where economic stability is paramount, Nigeria stands at a pivotal crossroads. The Federal Government now holds in its hands a comprehensive set of recommendations from the Presidential Fiscal Policy and Tax Reforms Committee, offering a roadmap towards a more prosperous and equitable economic future.

The Fiscal Policy and Tax Reforms Committee (FPTRC) was set up by President Bola Ahmed Tinubu to review and advise on reforms to shape Nigeria’s fiscal policy and tax system. The FPTRC recommendations are comprehensive and cover a wide range of areas, including fiscal governance, revenue transformation, and economic growth facilitation. The recommendations are also well-researched and supported by evidence. Some of the FPTRC recommendations may be difficult to implement, particularly in the short term. Additionally, some of the recommendations may require changes to existing laws and regulations.

While the entirety of these reforms carries significant weight, it’s essential to focus on the most pivotal, delving into their strengths and potential weaknesses and emphasizing their invaluable impact.

  1. Technology Transformation with “Data4Tax

The utilization of technology, particularly “Data4Tax,” holds tremendous promise. This recommendation aims to expand the tax net, enabling a more efficient and inclusive tax collection system. The strength here lies in its potential to curtail tax evasion and broaden the tax base, which can lead to increased government revenue.

  1. Increase Personal Income Tax Exemptions and Relief

Enhancing the personal income tax exempt threshold and personal relief allowance strengthens the proposal for progressive taxation. This would put more money in the pockets of low- and middle-income earners, which would boost consumer spending and economic growth.

  1. Tax Breaks for Private Sector to Boost Employment

By proposing tax breaks for the private sector related to wage increases for low-income earners, transport subsidies, and net employment growth, this recommendation encourages businesses to invest in their employees and expand their workforce. The advantage lies in incentivizing job creation and fostering a more robust labour market.

  1. Suspension of VAT on Diesel and Tax Waivers on Clean Energy

The suspension of VAT on diesel and tax waivers on Compressed Natural Gas (CNG) and renewable energy items is a commendable step toward promoting clean energy. This not only bolsters sustainable practices but also makes clean energy solutions more accessible and affordable for both businesses and consumers.

  1. Permit the payment of taxes on foreign currency denominated transactions in Naira

The FPTRC recommends that Nigerian businesses be allowed to pay taxes on foreign currency denominated transactions in Naira. This would reduce the need for businesses to convert their foreign currency earnings into Naira, which would help to stabilize the exchange rate.

  1. Remove impediments to global employment opportunities for Nigerians based in Nigeria

The FPTRC recommends the removal of impediments to global employment opportunities for Nigerians based in Nigeria. This would allow Nigerians to access more jobs and earn more income, which would benefit the Nigerian economy.

Advantages of Embracing the FPTRC Recommendations

Embracing the FPTRC recommendations would have a number of advantages for the Federal Government, including:

  1. Increased government revenue: The FPTRC recommendations would help to increase government revenue by expanding the tax net and reducing tax evasion. This would give the government more resources to invest in infrastructure, education, and healthcare.
  2. Economic growth: The FPTRC recommendations would boost economic growth by putting more money in the pockets of consumers and encouraging businesses to invest. This would lead to increased job creation and higher living standards for Nigerians.
  3. Exchange rate stability: Permitting the payment of taxes on foreign currency denominated transactions in Naira would reduce the need for businesses to convert their foreign currency earnings into Naira. This would help to stabilize the exchange rate and make the Nigerian economy more attractive to foreign investors.
  4. Increased competitiveness: Removing impediments to global employment opportunities for Nigerians based in Nigeria would make the Nigerian workforce more competitive and attract more foreign investment.

Conclusion

While these recommendations represent notable strengths, they are not without potential weaknesses and challenges. Implementing these reforms may require meticulous planning, comprehensive stakeholder engagement, and constant vigilance to prevent unintended consequences.

In addition to the advantages listed above, embracing the FPTRC recommendations would also help to improve the fairness of the Nigerian tax system. The current system is unfair to honest taxpayers, who bear the brunt of the tax burden. The FPTRC recommendations would help to shift the tax burden to those who can afford to pay it, such as high-income earners and multinational corporations. The Federal Government’s acceptance and rigorous implementation of these suggestions will be a monumental step toward revitalizing Nigeria’s economic landscape. They can pave the way for a more resilient and equitable economy, fostering prosperity for all citizens.

As the nation stands on the cusp of economic transformation, these recommendations present a pathway forward. Embracing them will not only be a testament to our commitment to change but will also lay the foundation for a more prosperous Nigeria.
