He made this statement while contributing to the debate on the appointment of Senior Legal Practitioners and academics to the Court of Appeal and Supreme Court in Nigeria, which he raised at the valedictory Session in honour of J B Daudu, SAN. Noting the reflection of the outgoing NBA president’s on the frustration which the Bar feels in the failure of the National Judicial Council to follow through, on its decision to appoint Senior members of the Bar in practice and academia to vacant positions in the Court of Appeal and Supreme Court, the learned silk affirmed that the purpose for which the appellant process exists is on point. According to him, generally, the Appellant process in a democratic constitutional government is conceived as serving two purposes to wit: development and application of the law and acting as a check and balance to the executive and legislative branches of Government. Speaking further, he thanked the learned silk for his leadership, intellect and organizational ability upon which the jurisprudence of the LPDC is now set. He stressed that the publication of the directions of the committee has indeed been of great help to the team and also members of the profession. “Permit me once again to draw on my experience with this Committee in highlighting how insightful and helpful the production and publication of the Directions of this Committee has been not only on the practitioners before the LPDC but also members of the profession. “On joining the NBA Legal Team , my colleagues on the team and I found the various interpretations of the Rules of Professional Conduct in the Legal Profession contained in the publications of the volumes of the Directions & Rulings of the LPDC very helpful as it greatly reduced the stress of research from so many sources. ‘It enlightened us on the reasoning of the LPDC and facilitated presentation of cases with consistency and uniformity in reasoning.  It is hoped that not only will the publications of these directions continue but that their publication will be timely and soon enough there will be electronic publications of these Directions soon after it is delivered,” he said. Mr. Offiong also said that the jurisprudence of the committee discloses an uncompromising desire to restore the legal profession to the lofty height of admiration and pride that it was accustomed to being held in society, adding that, the committee will not tolerate misconduct by practitioners of the noble profession of the law. He added that the committee under the leadership of the Hon J B Daudu, SAN has refused to do the hatchet job for clients who refuse to pay their lawyers for services rendered and yet turn round to make frivolous complaints.
