The House of Representatives Committee on Federal Character has ordered the immediate suspension of recruitment activities by the Nigeria Revenue Service over alleged disregard for legislative summons and concerns surrounding recruitment waivers granted to the agency.

The committee also threatened to invoke Sections 88 and 89 of the 1999 Constitution against the Executive Chairman of the NRS, Dr. Zacch Adedeji, if he continues to ignore its invitations and directives.
The committee, chaired by Hon. Ahmed Idris Wase, gave the directive during its meeting on Wednesday at the National Assembly, Abuja, where it condemned what it described as Adedeji’s “continued disregard for the constitutional authority of the National Assembly.”
Section 88 of the Constitution empowers the National Assembly to conduct investigations into government agencies in order to expose corruption, inefficiency or waste, while Section 89 empowers the legislature to summon witnesses, compel testimony, demand documents and issue warrants where necessary.
According to the committee, it had written to the NRS chairman in a letter dated July 15, 2026, requesting a comprehensive and up-to-date nominal roll of the service and inviting him to appear before the committee on July 22, 2026.
However, Adedeji was absent at the meeting.
The committee said the latest invitation was not the first, noting that seven previous letters had been sent to the NRS chairman and duly acknowledged by his office, but were allegedly not properly responded to.
The summons was said to be connected to several issues, including controversial recruitment waivers allegedly granted by the Federal Character Commission to the NRS.
The Chairman of the FCC, Hulayat Motunrayo Omidiran, was also absent from the committee’s meeting. In a message to the lawmakers, she reportedly cited official travel and subsequent illness as reasons for her absence.
The committee, however, noted that her latest absence followed several previous invitations and official communications that were not honoured.
It described the granting of recruitment waivers to the NRS as “a direct affront to the constitutional oversight responsibilities of the House of Representatives” and a disturbing disregard for the authority vested in the National Assembly by Nigerians.
Consequently, the committee directed the Federal Character Commission to immediately suspend all recruitment activities being conducted by the Nigeria Revenue Service until the leadership of the affected institutions appears before the committee to account for its actions and comply with the constitutional oversight process.
Wase said the House of Representatives would not fold its arms while public institutions choose which constitutional directives to obey.
The committee reaffirmed its readiness to deploy all constitutional and legislative mechanisms available to enforce compliance with its lawful directives and protect the integrity of its oversight responsibilities.
