Circulars originating from two pivotal offices within the federal government have signaled an impending change in leadership for the Federal Road Safety Commission (FRSC).

The circulars have been disseminated by the Office of the Secretary to the Government of the Federation (OSGF) and the Office of the Head of Service of the Federation (OHSoF).

Additionally, an internal memo from the FRSC has instructed the current corps marshal, Dauda Biu, to embark on his retirement leave.

Insights from the OSGF suggest that Biu is slated to retire from his role on October 11, 2023.

Reportedly, one of the senior deputy corps marshals has been identified as the potential successor to Biu.

A communication from the corps secretary, Assistant Corps Marshal Susan Ajonge, highlights that Biu was expected to initiate his retirement leave on July 11 of this year.

In the retirement notification addressed to the corps marshal, it reads, “Your retirement from the service takes effect from October 11, 2023, after 35 years of service.”

The memo advises him that “your terminal leave would commence from July 11, 2023.”

Titled “Pre-Notice of Retirement from Service of FRSC” and dated February 22, 2023, the memo encourages the corps marshal to promptly liaise with the Corps Pension Office, as well as the Administration and Human Resources department at the Road Safety Headquarters, for the necessary documentation.

The certainty of Biu’s departure is corroborated by a fresh circular from the Office of the Head of Civil Service of the Federation, which mandates that any director serving for more than eight years must submit a retirement letter.

According to the revised PSR 020909, “A director or its equivalent by whatever nomenclature it is described in MDAs shall compulsorily retire upon serving eight years on tenure policy on the post; and a permanent secretary shall hold office for a term of four years and renewable for a further term of four years, subject to satisfactory performance and no more.”

In adherence to this directive, over 500 directors have been affected and are complying accordingly.

Despite efforts to confirm this news from the Office of the Secretary to the Government of the Federation, the overseeing authority of FRSC, no response has been received thus far.
