He said that federal government was currently bogged with several responsibilities which must be shifted to the states to exploit and maximize their development. Nnamani described the current national dialogue on restructuring of the country as very timely, stressing that he agrees with the views of a former Vice President, Alhaji Atiku Abubakar and former Secretary General of the Common wealth, Chief Emeka Anyaoku on the issue. He said: “One thing common to all the advocates of restructuring is the awareness of constitutional malady. They believe that the allocation of power between the states and the Federal government does not ensure efficiency and equity. They all agree that we need major constitutional overhaul but they don’t all agree on a common template of constitutional re engineering of Nigeria” Nnamani, who was a guest lecturer at the University of Nigeria, Enugu campus lecture series tagged “Transformational Leadership Forum”, spoke on the theme “Restructuring- The search for political stability and economic development in Nigeria.’’ He lamented that the design of the constitutional arrangement of federalism in Nigeria at present was confusing, because of the power sharing arrangement between the executive and legislature in sections 4 and 5 and between states and federal without the local governments. Nnamani, said the arrangement negates world practices where federation involves two levels of government. He stressed the need for true federalism that must permit the states to use what they have in generating their own revenue and use same for their own development.]]>
