The Director-General of the Department of State Services (DSS), Yusuf Bichi, and the DG of the National Intelligence Agency (NIA), Ahmed Abubakar, have resigned from their positions following queries from President Bola Tinubu and the National Security Adviser (NSA), Nuhu Ribadu, regarding the intelligence gathering mechanisms of their agencies.
Sources within the Presidency revealed that the violent nature of the #EndBadGovernance protests in some northern states and the seizure of three presidential aircraft in France by a Chinese company, Zhongshan Fucheng Industrial Investment Co. Limited, raised concerns about the effectiveness of the DSS and NIA in providing timely and functional intelligence.
Bichi, who hails from Kano State, where widespread destruction and looting occurred during the protests, was held responsible for the lack of intelligence on the demonstrations. Abubakar, on the other hand, was reportedly queried for the NIA’s inability to provide reports ahead of the seizure of the presidential jets amid a legal dispute between Zhongshan and the Ogun State Government.
The #EndBadGovernance protest, driven by widespread hardship resulting from the removal of fuel subsidy, electricity tariff hike, and the high cost of living, turned violent in Kano, Gombe, Yobe, Borno, and Bauchi states, leading to the destruction of public and private facilities and the imposition of curfews in several states.
According to sources, President Tinubu and NSA Ribadu were embarrassed by the turn of events and questioned the intelligence gathering mechanisms of the DSS and NIA. The violent nature of the protests and the seizure of the presidential jets were cited as the primary reasons for requesting the resignation of the two security chiefs.
Insiders also revealed that Bichi and Ribadu had been having a running battle before the protest, with the fallout from the northern demonstrations serving as the final straw. Bichi’s alleged inability to meet with the President for a while due to his strained relationship with the NSA further contributed to his exit.
The resignation of Bichi elicited mixed reactions from DSS staff and the public. Some officers described his departure as ‘freedom from unprofessionalism’, citing alleged misconduct such as undue interference in the service’s operations by his wife and son, nepotistic recruitment practices, and indifference to workers’ welfare.
Under Bichi’s leadership, the DSS was involved in several controversial operations, including the arrest of former Central Bank Governor Godwin Emefiele, the re-arrest of activist Omoyele Sowore, and the detention of a citizen, Anthony Okolie, for purchasing a SIM card previously used by the daughter of former President Muhammadu Buhari.
The Executive Director of the Centre for Anti-Corruption and Open Leadership, Debo Adeniran, stated that the alleged celebration of Bichi’s resignation by some staff members did not necessarily reflect on his leadership qualities, as workers may resist disciplined bosses who insist on doing the right thing and reject corruption.
