The registered offices of GIZ are in Bonn and Eschborn. In 2015 our business volume exceeded 2.1 billion euros. Of our 17,319 staff in over 130 countries, around 70 per cent are national personnel working in the field. In our capacity as a recognised sending organisation, we currently have 730 development workers in action in partner countries. In addition, CIM, a joint operation of GIZ and the Federal Employment Agency, placed almost 1,000 integrated and returning experts with local employers abroad in 2015 while providing them with financial support and advisory services.* Overview Since the beginning of 2008, GIZ has been carrying out a program on behalf of the German Federal Foreign Office (AA) to strengthen the capacities of police structures in Africa. This program is active in several African countries including Niger, Chad and Mauritania. It supports police forces and police institutions by providing expert advice, by carrying out training, infrastructure and equipment projects, and by strengthening management capacities. Apart from working with police institutions at the national level, the program supports regional organizations such as the African Union (AU), the Economic Community of West African States (ECOWAS) and the East African Standby Force Coordination Mechanism (EASFCOM) in building up the police component of the African Standby Force for African Peace Support Operations. In 2015 the programme expanded and has included Nigeria with two key partner institutions, Nigerian Police Force (NPF) and Nigerian Immigration Service (NIS), both in the Federal Capital Area (FCT) Abuja as well as Nigerian states Sokoto, Kebbi, Kano, Kaduna and possibly more. As part of the project´s structure, intensive partner consultations have taken place followed with a 3 day project planning workshop in May 2016 where activities, OPLAN, steering structure, and indicators were finalized and endorsed GIZ Nigeria Police Programme Africa’s cooperation with the NPF cuts across its criminal investigation/forensic section of the Force Criminal intelligence and Investigation Department. Under project objectives Results Area 1 and the National Planning Workshop in May 2016, forensics was concluded to be one of the project´s objectives. The support will focus on criminal investigation curricula and training modules, upgrading of training methods and implementation of criminal investigation trainings with focus on forensics and crime data. In addition, the project will support the partners to review and update their relevant SOPs. The Police Programme Africa (PPA) Nigeria starts this process by conducting a need assessment of NPF’s criminal investigation/forensics department to provide a basic overview of their needs of support, needs of trainings, status of existing training curricula/training modules and existing SOPs. Responsibilities& tasks: Responsibilities The national expert is a professional responsible for: Preparation and implementation of activities related to PPA Nigeria Rule of Law/Prosecution support to partners in line with PPA programme document i.e. Training and Skills Development on applied Rule of Law, enhancement of collaboration between Prosecution and Investigation; Criminal Justice Administration Coordination, and generic project management support to Project Manager Preparation and implementation of operational plans and budgets for effective engagement with beneficiaries (DPP and NPF) and stakeholders and other multilateral development organizations with the view to ensuring that all parties work together seamlessly to deliver the program’s objectives Assist in the development and implementation of sustainable Rule of Law application skills for key partners Country specific contributions to monitoring, reporting and evaluation of program activities These duties are complex and demanding due to the mix of partners’ focus and mandates. Hence, the project implementation requires sound and careful coordination. Tasks related to operations • In collaboration with Project Manager and other members of the PPA Nigeria Team, the national expert translates the responsibilities above autonomously and efficiently into action in line with planned targets. These comprise the following tasks: • With support of the PPA team members and partners focal team members organise, support, implement, monitor and evaluate skills enhancement aiming at the application of Rule of Law. • Support PPA partners and stakeholders in the implementation of projects funded under the component • Working closely with PPA stakeholders to develop and implement an appropriate RoL and collaborative training model for the key beneficiaries • You will advise and organize training measures and pursue the implementation of developed guidelines and or SOPs and advise the partner organizations in a professional manner on best practices. • Support PPA partners and stakeholders in organizing activities that will lead to the creation of enabling environment for sustainable RoL development of the NPF and DPP at national and select regional levels in line with the program’s objectives • Establish and maintain collaborative ties with PPA Nigeria partners, stakeholders and delegations from different backgrounds • Synthesize achievements and conceptualize project approaches for institutionalization in the Nigerian safety and security sector Other tasks • Develop and provide contributions to progress reports in line with the deadlines and requirements for content and quality • Contribute to the preparation and the implementation of evaluations of the program • Present and support the concepts and experiences of the program during national and international events • Preparation, moderation and documentation of meetings and workshops and the organization of field trips as requested • Receive and accompany consultants and visitors • Coordinate the work of consultants / resource persons • Any other instructions given in furtherance of project operations and management • Required qualifications, competences and experience: Formal Education: • relevant police-specific education or a university degree in Social Sciences/Law/Public Administration • Professional Experience: • at least 3 years of professional experience, with focus on Security Sector Reform Other experiences and skills: • You have a profound knowledge of international development cooperation and are ideally familiar with the instruments and methods of GIZ • You have excellent command of English, other language knowledge will be considered an an asset • Relevant work experience in West Africa in the areas of peace and security, governance or vocational training • Excellent command of English, any other language knowledge will be considered an asset Submission Guideline: 30th January 2017 GIZ Nigeria is an equal opportunity employer; both men and women are encouraged to apply.
