In the course of arresting a suspect, it is not necessary for the Police to touch or handcuff the suspect unless under the following circumstances:

1. There is a likelihood of escape or violence.
2. ⁠The restraint is necessary for the safety of the suspect.
3. ⁠A court of law directs that the suspect be handcuffed.
