President Bola Tinubu has explained that the Federal Government removed universities from the requirement to obtain recruitment waivers and from the Integrated Personnel and Payroll Information System in order to strengthen institutional autonomy and make the university system more efficient, responsive and competitive.

Tinubu stated this at the maiden convocation ceremony of the Federal University of Health Sciences, Azare, Bauchi State, where he was represented by the Executive Secretary of the Tertiary Education Trust Fund, Architect Sonny Echono.

The President said the reforms were designed to allow universities and their governing councils to play a more direct role in staff recruitment and personnel administration, rather than depending on approvals from the Office of the Head of the Civil Service of the Federation.

According to him, the Federal Ministry of Education and university governing councils will now assume their appropriate responsibilities in recruitment, in line with the government’s push for greater institutional efficiency and autonomy.

“We are also reforming the way our universities operate. As part of our commitment to greater institutional efficiency and autonomy, the Federal Government has removed universities from the requirement to obtain recruitment waivers,” Tinubu said.

He added that the government had also taken steps to remove universities from IPPIS to enable the development of a payroll arrangement better suited to the peculiar structure and operational needs of the university system.

Tinubu said the reforms were intended to create an environment in which universities could attract and retain the quality of academic and administrative personnel required to improve teaching, research and innovation.

He stressed that lecturers, researchers and administrators remain central to the success of the nation’s education system, assuring that the government would continue to support staff development, welfare and professional growth.

The President said the new framework would also place greater emphasis on merit, productivity and excellence in the administration of tertiary institutions.

Beyond recruitment and payroll reforms, Tinubu said his administration remained committed to improving security across schools and universities.

He said the Federal Government was strengthening the protection of students, teachers and academic communities through the Safe School Initiative and other measures aimed at making educational institutions secure environments for learning, teaching and research.

According to him, security in educational institutions should not be viewed only as a security concern but as an essential part of educational development.

“A secure and conducive learning environment is therefore not merely a security imperative; it is fundamental to educational excellence, human capital development and the sustainable development of our nation,” he said.
