The Osun State House of Assembly has passed the Osun State Integrated Transport, Traffic and Park Management System Bill, 2026, establishing a legislative framework for the digital regulation and management of commercial transportation, traffic operations, motor parks and related facilities across the state.

The bill, passed after its third reading during plenary, is designed to create a coordinated system for the registration and regulation of commercial transport operators as well as the administration of motor parks, terminals, garages, loading points and other transport infrastructure.
A central feature of the legislation is the introduction of a digitalised ticketing system aimed at eliminating multiple ticketing, reducing the financial burden on transport operators and improving transparency in transport-related revenue collection.
The Assembly said the digital system would also provide government with a more coordinated mechanism for managing revenues generated from commercial transport activities while helping to block leakages in the state’s internally generated revenue.
The bill was sponsored as a Private Member’s Bill by the Chairman of the House Committee on Works and Transport, Hon. Abiola Ibrahim.
During consideration of the legislation, lawmakers argued that a structured management system was required to bring greater order to motor parks, garages and other areas of commercial transport activity across Osun.
The legislation is also intended to improve the protection of commuters and other users of transport facilities while promoting accountability, efficiency and greater coordination among commercial transport operators, passengers and relevant government agencies.
Beyond digital ticketing, the bill contains provisions aimed at addressing disorder associated with the control and operation of motor parks.
According to reports of the legislative proceedings, it seeks to curb thuggery, violence, extortion and other unlawful activities associated with motor parks and garages, while promoting safety and order within such facilities.
The passage comes amid renewed attention to the management of motor parks in Osun following recent disputes involving transport unions and control of parks in the state.
A recent leadership dispute within the National Union of Road Transport Workers in Osun turned violent, culminating in the killing of union chieftain Olalekan Oyeyemi, popularly known as Emir Ajagungbade, at Mayfair Motor Park in Ile-Ife. Governor Ademola Adeleke subsequently announced plans for changes to the management structure of motor parks in the state.
The Assembly’s latest legislation therefore provides a statutory framework for a more coordinated transport and park management arrangement rather than leaving administration solely to informal or union-based structures.
The bill went through extensive debate before being referred to the House Committee on Works and Transport and the Legal Department for further scrutiny and amendments.
Following the review, the committee’s report was presented to the House and adopted after a motion moved by the Majority Leader, Hon. Babajide Kofoworola Adewumi, and seconded by Hon. Sikiru Bajepade.
The Speaker thereafter directed members to scrutinise the clean copy of the legislation before its final consideration.
Adewumi subsequently moved the motion for the third reading and passage of the bill, which was seconded by Hon. Taofiq Olayiwola. The motion was adopted by the House, bringing the legislative consideration of the bill to an end.
The measure also fits into a broader transport-reform agenda previously announced by the Osun State Government.
In May 2024, Governor Adeleke said his administration had introduced a single-ticketing arrangement for commercial drivers under the Osun State Transport Management System as part of efforts to reduce revenue leakages. He also announced plans for an integrated state transport master plan and said commercial motorcycles and minibuses were being registered for identification and security purposes.
The new legislation now seeks to place similar digital and coordinated transport-management measures on a formal statutory footing.
The Assembly said the framework would provide clearer rules governing commercial transport operations and promote a more organised relationship between transport operators, commuters and government agencies.
The clean copy of the bill is to be transmitted to Governor Adeleke for assent.
Until the governor gives assent, the measure remains a bill passed by the House rather than an operative state law.
