A delegation of Ugandan lawmakers has arrived in Nigeria for a five-day capacity-building programme focused on democratic development, parliamentary oversight and sustainable public debt management.
The delegation, comprising members and technical staff of Uganda’s Parliamentary Committee on National Economy, is undertaking the programme at the National Institute for Legislative and Democratic Studies in Abuja.
The team leader, Avur Jane Pacuto, said on Monday that Nigeria’s democratic development informed the delegation’s decision to visit the country for knowledge-sharing and institutional capacity-building.
“We are here today as leaders from Uganda to learn and share from you, being a sister country in the Commonwealth.
“Because Nigeria is increasingly becoming very democratic, we thought there was no better place than Nigeria to come to,” Pacuto said.
She stressed the need for African countries to learn from one another’s successes and mistakes instead of relying exclusively on experiences drawn from Europe.
According to her, the Ugandan Parliament’s Committee on National Economy is responsible for reviewing, assessing and scrutinising government borrowing, grants and guarantees.
Pacuto said the delegation particularly wanted to understand how borrowed funds could be deployed transparently and effectively for the benefit of citizens while limiting wastage and leakages in public expenditure.
“We are here to learn more about how borrowed resources should be used for the common good of our citizens, being cognisant of wastages and leakages in public funds,” she stated.
She explained that the training would also expose the delegation to sustainable borrowing strategies, especially against the backdrop of changing global economic conditions and exchange-rate fluctuations.
Pacuto said the visiting lawmakers also hoped to gain greater insight into Nigeria’s economic development, cultural diversity and institutional practices.
“We want to learn not only how Nigeria develops and sustains its economy, but also the uniqueness of its culture and language,” she added.
She commended the Director-General and management of NILDS for accepting the delegation’s request to participate in the training programme.
Pacuto also invited Nigerian legislators and officials of the institute to visit the Ugandan Parliament for further engagements, experience-sharing and cultural exchanges.
Declaring the programme open, NILDS Director-General, Professor Abubakar Sulaiman, emphasised the importance of parliamentary oversight, scrutiny of public finances and continuous capacity development in strengthening legislative performance.
Sulaiman said the effectiveness of a parliament was determined not only by the laws it enacted but also by its capacity to examine public finances and interrogate complex economic and policy matters.
He described Uganda’s projected economic growth of between 6.5 and seven per cent in 2026 as encouraging but cautioned that economic growth alone could not guarantee sustainable development.
According to him, sound financial management, fiscal discipline, debt sustainability, efficient expenditure and productive investments are necessary to translate economic growth into improved welfare for citizens.
Sulaiman said Uganda’s Committee on National Economy occupied a critical position in the scrutiny of national loans, guarantees, public debt and economic development strategies.
He urged the lawmakers to examine the purposes, costs, sustainability and expected returns of proposed borrowings and ensure that projects financed through loans deliver approved outcomes and advance national priorities.
The NILDS director-general added that changing global economic conditions, geopolitical tensions, technological disruptions and climate vulnerabilities required African legislatures to strengthen their institutional capacity.
He said the programme would encourage comparative learning between Nigeria and Uganda, strengthen evidence-based parliamentary decision-making and improve the delegation’s ability to scrutinise borrowing, monitor projects and make informed recommendations.
