The Independent National Electoral Commission has unveiled a real-time operational tracker to monitor the preparedness of its state offices ahead of the 2027 general elections as Nigeria’s voters’ register approaches 100 million.

INEC Chairman, Professor Joash Amupitan, announced the initiative on Monday in Lagos while opening a two-day Strategic Operational Workshop for the commission’s Administrative Secretaries from the 36 states and the Federal Capital Territory.
Amupitan charged the Administrative Secretaries to maintain strict operational discipline, eliminate ambiguity and ensure that every component of the commission’s preparations was properly documented and monitored.
He described the Administrative Secretaries as the “engine room” of INEC’s state-level operations and said the successes recorded during recent off-cycle elections, particularly the Osun State governorship election, must become an “unbreakable national standard” for the 2027 polls.
As part of the preparations, INEC is introducing the Administrative Secretary Master Operational Tracker Template, a data-driven instrument designed to provide real-time information on the readiness of its state offices.
The tracker will be linked directly to the commission’s Election Monitoring and Support Centre, enabling INEC headquarters to monitor the distribution of election materials, training of personnel and other critical activities across the states.
According to Amupitan, the initiative is intended to move the commission from reactive crisis management to proactive planning by identifying and resolving operational challenges before they disrupt election delivery.
“If you tolerate shortcuts, shortcuts will multiply. If you tolerate political interference, neutrality will deteriorate. Your responsibility is to build an administrative culture capable of delivering a credible election,” he told the Administrative Secretaries.
The workshop will stress-test five critical areas of INEC’s preparations for the elections.
The areas include voter registration and the distribution of Permanent Voter Cards, with particular emphasis on improving PVC collection as the national voters’ register approaches 100 million.
Other areas include logistics and election-material management, covering the receipt, auditing, storage and secure deployment of sensitive materials.
Participants will also be trained on electoral technologies, including the Bimodal Voter Accreditation System, the INEC Result Viewing Portal and the Candidate Registration and Results Management System.
The commission will further focus on the recruitment, vetting and technology training of ad hoc election personnel, as well as financial compliance, workflow automation and adherence to procurement regulations.
Amupitan urged the Administrative Secretaries to challenge existing assumptions, identify peculiar operational difficulties in their respective states and ensure that INEC offices were fully prepared for the elections.
