CIA Director John Ratcliffe made an unusual visit to Moscow this week to warn Russia against attempting an attack on any NATO member state, according to US media reports, amid intelligence concerns that Moscow could seek to test the military alliance in the coming years.

The Wall Street Journal and CBS News reported that Ratcliffe’s mission included delivering a warning intended to deter Russia from attacking NATO territory.
According to the reports, US intelligence assessments have raised concerns that President Vladimir Putin could attempt to test the North Atlantic Treaty Organization through a limited military assault on one of its members within the next few years.
Such a move would carry major implications because NATO’s collective defence principle provides that an armed attack against one member can be treated as an attack against all members.
The White House did not immediately publicly confirm the reported NATO warning.
President Donald Trump, however, acknowledged Ratcliffe’s presence in Moscow but sought to play down the significance of the trip, describing it as “semi-routine” and suggesting that discussions were primarily connected to efforts to end the war in Ukraine.
“He’s there, very sort of semi-routine. I hate to disappoint people. We would like to see the war with Ukraine end,” Trump said during an interview with conservative radio host Glenn Beck.
Ratcliffe is one of the highest-ranking US officials to travel to Russia since Moscow launched its full-scale invasion of Ukraine in February 2022.
His visit comes at a particularly sensitive moment in relations between Washington and Moscow, with Russia intensifying military operations in Ukraine and US-backed efforts to negotiate an end to the conflict struggling to produce a breakthrough.
Attacks during the summer have increased civilian casualties, while negotiations aimed at resolving the war have stalled.
Trump later rejected suggestions that Ratcliffe’s visit was primarily about fears that Russia could test NATO’s resolve or Washington’s pressure campaign against Iran.
“He is not in there for any of the things that you said, now something may come out, you know, out of it,” Trump said.
“We’re working very hard to get that war ended, and frankly, they both want to see it ended at this point.”
US media, however, reported that the CIA director’s discussions extended beyond Ukraine.
CBS News, citing people familiar with the talks, reported that Ratcliffe also raised the conflict involving Iran and warned of further sanctions if the Strait of Hormuz was not reopened to shipping traffic.
The Strait of Hormuz is one of the world’s most strategically important maritime routes for oil and gas shipments, making any prolonged disruption capable of affecting global energy markets.
Russia, for its part, confirmed that Ratcliffe had held discussions with the country’s intelligence services during his visit.
Kremlin spokesperson Dmitry Peskov said on Wednesday that the CIA director had “contacts” with Russian special services but did not meet Putin.
According to Peskov, the Russian president was subsequently briefed about the discussions.
He declined to disclose whether the war in Ukraine was specifically discussed.
“Contacts through the intelligence services are a positive development in and of themselves. It is too early to say how this will affect the process of resolving the crisis in our relations,” Peskov said.
Ratcliffe’s trip is particularly notable because visits to Moscow by sitting CIA directors have been rare since relations between Russia and the United States deteriorated sharply.
The last publicly reported visit by a CIA director to Moscow occurred in November 2021, when then-director William Burns travelled to the Russian capital and warned Moscow against launching military action against Ukraine.
Russia began its full-scale invasion of Ukraine a few months later in February 2022, triggering what has become Europe’s deadliest conflict in decades.
The CIA has nevertheless maintained channels of communication with Moscow during the conflict and has participated in negotiations connected with prisoner exchanges.
The agency was involved in diplomatic and intelligence efforts surrounding a major US-Russia prisoner swap in 2024.
The continuing Ukraine war has resulted in hundreds of thousands of military and civilian casualties, while disagreements over territory remain among the principal obstacles to a settlement.
Russia has maintained demands concerning Crimea and Ukrainian territories in the east, while Kyiv and its Western partners have resisted any settlement that would legitimise territorial gains obtained through force.
Ratcliffe’s Moscow visit therefore comes against several overlapping geopolitical pressures: stalled Ukraine peace efforts, concerns about the security of NATO members, deteriorating US-Russia relations and tensions surrounding Iran and international shipping.
For now, however, the precise content of the CIA director’s discussions remains disputed.
While US media reports say he delivered a direct warning against any Russian attempt to test NATO militarily, Trump has characterised the trip as largely routine and focused on ending the Ukraine conflict, while the Kremlin has confirmed intelligence-level contacts without publicly disclosing the substance of the talks.
