The House of Representatives Ad Hoc Committee investigating the activities of the purported Presidential Foreign Investment Promotion Council has declared the appointment letter presented by its self-acclaimed Director-General, Prince Adeniyi Adeyemi Matthew, as fake.

The committee also found that the purported law presented as the legal foundation for the controversial council was forged and did not originate from the National Assembly.
Chairman of the committee, Yusuf Gagdi, disclosed the findings on Wednesday during the continuation of the investigative hearing at the National Assembly in Abuja.
According to Gagdi, the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, who appeared before the panel for the second time, confirmed that the documents presented by Adeyemi to secure official recognition for the purported council were not authentic.
“It was established that the so-called letter of appointment was fake, confirmed by different agencies, and the Act presented to the Head of Service was equally fake, forged by the DG; it was established,” Gagdi said.
The committee said evidence received from several government institutions showed that the appointment letter, purported enabling legislation and other documents allegedly relied upon by Adeyemi did not originate from the offices whose names, letterheads and signatures appeared on them.
The Presidency had earlier disowned both Adeyemi and the purported council, maintaining that no appointment was issued to him and that the organisation was not established by President Bola Tinubu’s administration.
Walson-Jack appeared before the committee in compliance with its summons to provide her final submissions on how the purported council obtained recognition within the federal civil service despite questions surrounding its legal existence.
Her appearance followed an earlier admission that her office did not adequately verify some of the documents presented by officials of the council before an authorised staff establishment was issued to the organisation.
Also present at Wednesday’s hearing were Deputy Commissioner of Police Olufemi Akinola and Assistant Commissioner of Police Bashir Abdullahi, who represented the Inspector-General of Police.
Adeyemi was, however, absent from the proceedings.
The committee had earlier directed the Inspector-General of Police to produce him within 48 hours, saying his appearance was necessary to explain how the purported council secured government recognition, processed official correspondence and obtained access to federal institutions.
The police subsequently informed the committee that Adeyemi remained in custody pursuant to a subsisting court order over an ongoing criminal investigation and could not be brought before the lawmakers unless the remand order was vacated.
Gagdi said the committee would respect the ongoing police investigation and judicial proceedings while continuing its parliamentary inquiry into the circumstances surrounding the alleged operation of the council.
The panel had earlier disclosed that about 29 documents suspected to have been forged were used to give the purported PFIPC the appearance of a legally established government agency.
The documents reportedly included appointment and approval letters, official correspondence, seals, signatures and papers purportedly issued by the State House, the Office of the Head of the Civil Service of the Federation, the Office of the Secretary to the Government of the Federation and other federal institutions.
The investigation is also examining how the purported council secured office space at the Federal Secretariat Complex and received an allocation of approximately ₦1.3 billion in the 2026 Appropriation Act despite the Presidency’s position that it was never lawfully established.
The Office of the Accountant-General of the Federation had told the committee that the purported council obtained an administrative code after presenting what appeared to be official correspondence from the State House.
The Accountant-General, Shamseldeen Ogunjimi, further alleged that an official reply intended to verify the request with the State House was intercepted, preventing the suspected forgery from being detected earlier.
Adeyemi is facing allegations of conspiracy, forgery, impersonation and falsely presenting himself as the head of a federal government agency.
The allegations have not been finally determined by a court, and Adeyemi had previously denied wrongdoing and insisted that the documents relating to his appointment were genuine.
The committee said its investigation would continue to determine how the disputed council passed through several layers of government bureaucracy, obtained official recognition and was included in the federal budget without its legal status being properly verified.
